Justice System Reform

Christopher A. Countryman is in favor of:

  • Law Enforcement Recognition, Review, Oversight, and Reform:
      • In favor of publicly recognizing and rewarding law enforcement personnel who excel in their field, and who demonstrate the ability to protect and serve without prejudice.
      • In favor of requiring more oversight during state investigations of any City, County, or State law enforcement agency where a complaint for misconduct, unnecessary use of force, or discrimination has taken place.
  • Medical Marijuana in Alabama:
      • In favor of decriminalizing marijuana for medical use under the close supervision of a doctor who is a specialist in this field. This would involve the close oversight of the state regarding the production, distribution, and taxing of medical marijuana. Individuals growing marijuana for private use would still be a violation of the law.
      • In favor of studying recreational legalization of marijuana. This includes research into creating testing equipment that can tell if someone is under the influence of marijuana while operating a motor vehicle.
  • Juvenile Justice System; Review, Oversight, and Reform:
      • In favor of more state oversight of the juvenile justice system in regards to a parents' possible roles in juvenile behavioral problems.
      • In favor of laws that increase the severity of any offence where an adult recruits any juvenile to commit hate crimes. This includes using juveniles as recruiting tools to attract other juveniles or individuals.
      • In favor of funding, or assisting in the funding of, alternative forms of punishment for less severe juvenile offences. These alternative forms of punishment would include rehabilitation centers, group homes for juveniles, short term treatment facilities, and court supervised house arrest.
      • In favor of juvenile probation measures that would allow juveniles to take part in community service projects that provide maintenance upkeep in schools and landscaping services to low income housing communities.
      • This would assist in revitalizing schools that are in need of extra care and maintenance that are lacking due to budget restraints.
      • This would assist in providing, at risk students, with essential skills and opportunists that could assist them in the job market.
      • This would assist students in being able to gain extra credits that could be applied towards graduation.
  • The 2nd Amendment:
    • Firearm safety is becoming a major concern for citizens of every political background, race, religion, and social class. No longer can we sit idly by while refusing to face the fact that gun violence is a real and dangerous problem. It is because of this reason that it is important that we take every measure we can to protect all citizens within our state. I support a citizens right to own personal firearms that are used for sport and self protection. I understand though that it has become to easy for criminals and those who wish to do harm to others to obtain firearms and use them as tools of destruction. We need serious reform to our firearm laws that will protect a citizens 2nd amendment rights while keeping firearms out of the wrong hands.
      • In favor of laws requiring mental health background checks for citizens prior to the purchase of a firearm.
      • In favor of early identification and documentation of behavioral problems in certain individuals who pose a possible public safety risk.
      • In favor of laws requiring citizens to own a state approved firearm safe or firearm lock to secure their firearms. This would apply if they have any minor children living with them in their home.
      • In favor of research into the development of bio-metric fingerprint identification technology to be used in future firearm manufacturing.
      • In favor of mandatory waiting times for individuals purchasing certain types of firearms in groups or in conjunction with certain types of firearms or ammunition.
      • In favor or mandatory ammunition purchase restrictions for large amounts of ammunition for certain types of firearms.
      • In favor of a statewide database that tracks and records the firearm and ammunition purchases of individuals.
      • In favor of requiring age restrictions, as well background checks, for the purchase of certain types of firearm sporting apparel or equipment that is tactical in nature.
  • Alabama Safety and Security:
      • In favor of additional funding to the National Guard in order to increase security at recruiting stations.
      • In favor of providing additional funding to the Alabama Department of Homeland Security to provide additional resources for monitoring and preventing potential terrorist attacks within the state.
  • Alabama Prison System; Review and Reform:
      • In favor of implementing less expensive forms of punishment and rehabilitation for non-violent offenders who are incarcerated for minor charges or misdemeanor drug offences.
      • In favor of updating and renovating our state prisons with funds generated through budget reform measures, lottery revenue, prison spending reform, etc.
  • Electronic Bingo and The Lottery:
      • In favor of a statewide lottery that would use revenue generated to help fund our educational system, Medicaid expansion, healthcare system, and prison renovation and reform.
      • In favor of allowing each county to decide if they want electronic bingo machines or lottery sales within their county.
