Dr. Tapas R. Dash
Professor & Research Advisor

Dr. Tapas R. Dash holds a Master’s in Economics, a Master of Philosophy in Economics, and a Ph.D. in Economics, is a professor of economics and research advisor at CamEd Business School. As an accomplished academic and consultant to several organizations, he has had the privilege of commissioning nearly 50 research and consultancy projects funded by international and national organizations, including the Royal Government of Cambodia. Prof. Dash successfully guided 15 scholars in their doctoral degrees and examined dissertations at the doctoral level of several universities. He published five books, around 30 peer-reviewed research papers, and produced nearly 40 research project reports of international and national donors, including policy briefs supporting the government in policy development.

Prof. Casey Barnett

Professor Casey Barnett is the president of CamEd Business School. He is an expert in International Financial Reporting Standards (IFRS) and has trained many professionals from the Big Four, the General Department of Taxation, and listed companies in Cambodia. Prof. Casey is an advisor to the Ministry of Economy and Finance (MEF) and a member of the Working Group on Accounting, Tax, and Securities Markets for Microenterprises and Small and Medium Enterprises (SMEs) of the MEF, Royal Government of Cambodia. Previously, he was a World Bank consultant in public sector financial reporting. Prof. Casey is a Chartered Financial Analyst (CFA) charterholder, a fellow member of the Association of Chartered Certified Accountants (ACCA), and holds an MBA from Columbia Business School, USA.

H.E. Dr. Meas Pyseth
Secretary of State
Ministry of Agriculture, Forestry and Fisheries
Excellency Dr. Meas Pyseth is the Secretary of State of the Ministry of Agriculture, Forestry and Fisheries, Royal Government of Cambodia. Excellency Dr. Pyseth holds two Master's degrees (one from Czechoslovakia and another from Massey University, New Zealand) and a Ph.D. in Agricultural Engineering from Massey University, New Zealand.
In addition to his position as the Secretary of State, he is also the Chairman of the Board of Directors of the Cambodian Agricultural Research and Development Institute and Director of the Agriculture Services Program for an Inclusive Rural Economy and Agricultural Trade (ASPIRE -AT). Earlier, Excellency Dr. Pyseth held several important positions in the ministry.
In 2014, at the 4th International Rice Congress in Bangkok, Excellency Dr. Pyseth received an outstanding alumni award from the International Rice Research Institute (IRRI) in Rice Technology Delivery and Extension.
In his credit, Excellency Dr. Pyseth has several international research publications, including books and other materials.

Dr. Ng Khar Thoe

Dr. Ng Khar Thoe, currently a faculty member at INTI International University, Malaysia, holds a Master of Education from Brunel University of West London and a Ph.D. in Education, specializing in Project Management.
Having multidisciplinary interests and a commitment to lifelong learning, Dr. Ng Khar Thoe has expanded her studies to advocate for values-based, sustainable education for all, including underserved and underprivileged communities, through technology-enhanced transdisciplinary approaches. She also supervises master’s and doctoral students in Educational Management and Business Administration. Dr. Ng Khar Thoe is widely published, and her research focuses on enhancing learners' essential skills through technology-driven pedagogical methods.
Previously, she was adjunct Assistant professor for UCSI University, visiting professor foreign research fellow at Tsukuba University, Japan. Additionally, she has taught at Al-Bukhary International University and Wawasan Open University, Malaysia.

Dr. Nhem Sareth
Country Director
Heifer International Cambodia
Dr. Nhem Sareth, a Ph.D. from Kongju National University, South Korea, is a researcher, development professional, mission-focused, and strategic nonprofit leader with over 17 years of experience.
Currently, he is the Country Director of Heifer International Cambodia. His previous work experience includes working at UNDP, the World Bank, the Ministry of Commerce, the AIP Foundation, Hagar International, the US Peace Corps, and others.
Dr. Sareth published his research works in international peer-reviewed Elsevier, Springer, Taylor & Francis journals. His study, research, and work experience include countries such as the USA, South Korea, Japan, Italy, Thailand, the Philippines, Vietnam, Malaysia, China, Belgium, Lao PDR, Nepal, Bangladesh, and Cambodia.
Dr. Kenneth Paul Charman

Dr. Kenneth Paul Charman is a professor in business strategy and behavioral economics at CamEd Business School and chairman of the research committee. He started his career in the oil sector and then in consulting London, and after completing his MBA in 1991, he worked in economic development in Eastern Europe and Central Asia, where he has led major development projects for the European Union including national and regional development, regulation and sector-specific development assignments.
Lim Siphat

Dr. Lim Siphat is a professor at CamEd Business School. He holds a PhD in Economics and a Master of Science in Finance, majoring in Financial Engineering and Risk Management, from Thammasat University, Thailand. He used to work for the National Bank of Cambodia as an economist and member of Exchange Rate Management. Dr. Siphat has published his research widely in peer reviewed international journals.
Ho Varabott

Professor Varabott Ho is currently Professor at CamEd Business School and Consultant in Sustainable Finance at UNESCAP-GGGI and brings over 20 years of extensive experience in the Financial Services industry, coupled with decade-long expertise in Board Governance across various sectors including Banking, Insurance, Renewable Energy, and Non-Profit Organizations, across Europe and Asia Pacific. He was previously the Country Director at The Blue Circle and General Manager at the Association of Banks in Cambodia (ABC). He also worked in major European financial institutions such as Credit Suisse (12 years), Aberdeen Asset Management, AXA Insurance, and Banque Hottinguer.
He holds an MBA from the University of Chicago Booth School of Business (2012). Mr. Ho is a Certified European Financial Analyst (The European Federation of Financial Analyst Societies – EFFAS, 1997), and has been awarded a certificate for the Corporate Director Program (2020) at Harvard Business School and the title of “Senior Accredited Director” by The Singapore Institute of Directors (2024).
Md Monirul Islam

Assistant Professor Monirul Islam is an assistant professor and business strategist who mentors students participating in business model competitions and start-ups. He has professional experience in various universities in Malaysia and Cambodia, where he managed faculties and served as a university rector. Monirul holds two MBAs in Multimedia Management and Communication and Public Relations. Currently, he is pursuing a Doctorate of Business Administration in the USA.
Prou Sythan
Chief Executive Officer
Forte Life Assurance
Mr. Prou Sythan is the Chief Executive Officer of Forte Life Assurance. He is among the few Cambodian senior leaders who pioneered life insurance in 2012. Mr. Sythan is a familiar face in the financial services community for his active involvement in providing sensible input to new regulations and raising public awareness of insurance. He has been steadfastly committed to the insurance industry's growth, serving as Chairman of the Education Committee for the Insurance Association of Cambodia.
Mr. Sythan holds an Executive Master of Laws (Executive LLM) from King's College London, UK. He also holds a Master of International and Business Law from Yokohama National University, Japan. He was awarded the Young Leader of the Year award from Asia Insurance Review and 40 Under 40 for Asia's Outstanding Legal Professionals from Asian Legal Business. In 2020, he received a Royal Order of the Kingdom (Mohasena – Grand Officer) from the King of Cambodia.

Dr. Sok Uttara

Dr. Sok Uttara is the Vice President for Internal Quality Assurance and Internal Audit (IQA-IA) as well as a professor in CamEd Business School. Dr. Uttara has worked as Academic Dean of Education and English for 20 years. He has also been teaching a variety of courses in English and educational management and leadership from Bachelor to Doctoral degrees. He used to be a permanent member of the National Committee on Doctoral Degree Program Preparations, an Interim Director of Department of Standards and Accreditation of the Accreditation Committee of Cambodia (ACC), a Team Leader of ACC Assessors, and a Consultant to the Ministry of Education, Youth, and Sport and to several INGOs.
