How to start the quest
The quest can be started by talking to Hussef, the leader of the refugees, in the Refugee Commons area of Nar Shaddaa. He will tell the player character, known as the Jedi Exile, about the plight of the refugees and ask for their help. Alternatively, the quest can be triggered by talking to any of the refugees who have a problem or a request, such as Gerial, Geriel's wife, Lootra, Aaida, Saquesh, or Odis.
How to complete the quest
The quest can be completed by resolving all of the refugees' problems and reporting back to Hussef. There are several sub-quests that are part of Refugee Woes, each with different outcomes and consequences. Some of them are:
Plague Carrier: Gerial is a refugee who has contracted a deadly disease from a rat ghoul bite. He asks the Jedi Exile to find a cure for him before he infects others. The cure can be obtained from Fassa, a dock manager in the Refugee Landing Pad area, by either paying him 500 credits, persuading him to lower the price, or stealing it from his office. Alternatively, the Jedi Exile can kill Gerial to prevent the spread of the disease, or leave him to his fate.
Will Work for Fuel: A group of refugees led by Odis are looking for work as pilots or mechanics. They ask the Jedi Exile to find them a job that pays in fuel so they can leave Nar Shaddaa. The job can be found by talking to Vogga the Hutt in his palace in the Docks area, who will offer to hire them if the Jedi Exile can persuade him to trust them, or if they have G0-T0 in their party. Alternatively, the Jedi Exile can lie to Odis and tell them that there is no job available, or ignore them altogether.
Seeking Passage: A family of refugees consisting of Adana, her mother and her brother are trying to escape Nar Shaddaa and join their father on Telos. They ask the Jedi Exile to find them a way off the moon. The passage can be secured by talking to Fassa in the Refugee Landing Pad area, who will offer to smuggle them out for 2000 credits, or less if persuaded. Alternatively, the Jedi Exile can tell them that there is no way out, or leave them alone.
Sold to the Hutts: A young Twi'lek girl named Aaida has been kidnapped by slavers and sold to Vogga the Hutt. Her father Lootra asks the Jedi Exile to rescue her from Vogga's palace in the Docks area. The rescue can be done by either sneaking into Vogga's chambers and freeing Aaida from her cage, or by convincing Vogga to release her peacefully. Alternatively, the Jedi Exile can refuse to help Lootra, or betray him and sell Aaida back to him for a higher price.
Refugee Woes: The main problem facing the refugees is their oppression by Saquesh, an Exchange boss who extorts them for credits and resources. Saquesh can be found in his headquarters in the Refugee Quad area. The Jedi Exile can confront him and either persuade him to ease up on the refugees, bribe him with 500 credits, or fight him and his thugs. Alternatively, the Jedi Exile can ignore Saquesh and leave him alone.
Quest rewards
The quest rewards depend on how the Jedi Exile chooses to complete each sub-quest. Some of the possible rewards are:
Experience points for completing each sub-quest and reporting back to Hussef.
Credits and items for helping or exploiting the refugees.
Influence and alignment points for making light side or dark side choices.
Access to the airspeeder in the Refugee Quad area, which can be used to travel to other areas of Nar Shaddaa.
Access to the Exchange headquarters in the Refugee Quad area, which can lead to meeting Goto, a powerful crime lord and a potential party member.

Some tips for completing the quest are:
Explore the Refugee Quad area thoroughly and talk to all the refugees who have a problem or a request. Some of them may not be marked on the map or have a name tag, but they can still trigger a sub-quest.
Use skills such as Persuade, Awareness, Repair, and Computer Use to gain more options and information in some of the sub-quests.
Be careful when dealing with the Exchange and the Serroco, as they may attack the Jedi Exile or the refugees if provoked or betrayed.
Save the game before making any important choices, as some of them may have irreversible consequences or affect other quests.
