Tony's note - For residential, standard solutions:
Car port / garage size 6 x 3.5m wide;
Tandem parking requires 0.5m separation;
Double car port / garage size 6 x 5.5m wide;
2 Bedroom house need 1 covered parking; 3 BM or more house need 1 covered parking plus 1 parking;
Engineer can design specific layouts.
Neighbourhood Character (NC)
'Neighbourhood character' is widely used as an evaluation criteria if a design is reasonable in a site.
As neighbourhood character is subjective, this Practice Note sets out how NC should be evaluated.
When studying the actual NC, the following are important, and, rank at this level of importance:
Rules in the Planning Scheme. (Rules may changed, so what has approved before may no longer be approved.)
Council's preferred NC. (Search Council using Google with keyword 'Council name' and 'neighbourhood character'.

Garden Area Explained
Garden Area
Garden Area is a rule created around the Year 2018 in the State of Victoria.
This practise note attach below clarify how to calculate the garden area.
An uncovered outdoor area of a dwelling or residential building normally associated with a garden.
For every project minimum garden area requirement needs to be comply unless it is specified in schedule.
The minimum garden area requirement specifies the percentage of a lot that must be set aside to ensure the open garden character of suburbs is protected.

Residential Zones
The Planning Scheme was renewed around the Year 2019. This practise note discuss what development is appropriate in the different zones.
Generally (Tony's comment):
Residential Growth Zone. Allow lots of change and high density. (Definition of 'high' is related to NC. City Centre with predominate 6 storey building means 6 - 8 storey. Neighbourhood with 2 storey houses generally means 2 - 3 storey.)
General Residential Zone. Allow natural change and natural increase of density.
Neighbourhood Residential Zone. Prefer to retain the existing neighbourhood characteristic.
Metropolitan Planning Levy (MPL)
The Victoria State Government charges for Town Planning levy for any projects with building cost more than $1,133,000. This figure is valid at Oct 2022, and adjusted to CPI on 1 July each year. This levy impacts the following Councils:
Banyule, Bayside, Boroondara, Brimbank, Cardinia, Casey, Darebin, Frankston, Glen Eira, Greater Dandenong, Hobsons Bay, Hume, Kingston, Knox, Manningham, Maribyrnong, Maroondah, Melbourne, Melton, Monash, Moonee Valley, Merri-bek (formerly Moreland), Mornington Peninsula, Nillumbik, Port Phillip, Stonnington, Whitehorse, Whittlesea, Wyndham, Yarra and Yarra Ranges planning schemes.
Apply for a MPL certificate and pay the fee. The certificate is only valid for 90 days, within when we MUST lodge the Planning Permit. (Or the fees paid is void.)
The MPL certificate takes a month to process. We must plan the time accordingly to avoid having all drawings completed, but then have to wait for one month for the MPL certificate before lodging for the Planning Permit application.

Pre-application meeting with Council
Pre-application meeting allows us obtain feedbacks from the relevant authority. We want to find out how the authority sees the design impacts on their services.
There are different authorities, such as local council, power, water, roads, just to name a few.
Local council is the major stakeholder for any Town Planning works. Different Council saves their application form in different places.
Search pre-application meeting for respective the council to which the lot belongs.
Every council has different procedures. (As Yarra Ranges Council have a number where we can call to ask if this thing requires a pre-application meeting or not)
We need to fill the application form. Most of those are online forms.
We often need to pay the fee when filling the form. Find out the fee amount and report to client for approval prior to submitting for the pre-application meeting request.
Example: Cardinia Council above
Pre-application meeting with the Department of Transport (DoT):
Google search for pre-application with DOT.
For pre-application with DOT, there is no application form.
We need to apply by mail.
