Tabang Bikol Movement, (TBM) Inc. is a non-profit organization that was established in 2017 to help build resilient and sustainable communities by going back to nature and developing self-reliant agri-based Filipino industries as a sustainable development strategy to address disaster resilience. Ms. Evita Jimenez-Tuazon, TBM’s Board of Trustees Chair, is the 2020 Search for Outstanding COVID-19 Volunteer.
All programs and activities of TBM are based on a vision and strategic plan to promote HEAL: health, environment, and alternative livelihood. The most significant accomplishment of the TBM as a volunteer organization is community organizing, wherein it has established through the years, three people’s organizations that empower communities. These are: (a) People’s Organization of Disaster Survivors, (b) Ilaw ng Kababaihan, and (c) Bugkos Kabataan.
A. PODIS was established as a response to the need to provide immediate relief to typhoon victims in Canaman, Camarines Sur, and nearby towns. The TBM was able to mobilize volunteers for the Tabang Yero Pako for the victims of Typhoon Nina which hit Bicol on Christmas Eve of 2016. TBM provided 1000 pieces of yero and thousands of nails and shelter-building tools to families with completely damaged houses in cooperation with the DSWD Region 5 and the LGU of Canaman, Camarines Sur. The amount of PHP700,000.00 was raised through contact with the Mariners alumni abroad and around the country.
TBM was able to forge a usufruct agreement with the Archdiocese of Caceres for the use of its lot for the Citronella People’s Farm and Distillery. They develop citronella oil products as an alternative livelihood. TBM is recognized by the Department of Agriculture and LGUs as a source of citronella growing and production learning in Bicol. TBM has the first solar-powered citronella distillation and livelihood training facility in Bicol Region, through the help of the DA Region 5 and Central Office, the Department of Science and Technology Region 5. TBM was able to have a large-scale distribution of 300,000 citronella tubers from the DA-RFO5 for thousands of disaster survivors in Canaman, Camarines Sur as an immediate response to the increasing cases of Dengue among families after Typhoon Nina, one of the worst typhoons that hit Camarines Sur on Dec. 25, 2016.
B. ILAW ng Kababaihan a women-led people’s organization was established by TBM to develop women leaders and entrepreneurs. Volunteers and beneficiaries are provided with training to capacitate them in product development and marketing, including public speaking. Through TBM, they see themselves as women leaders and entrepreneurs. They can support their family by participating in livelihood programs of TBM, such as citronella oil production, candle-making, and more. A member of the Indigenous Peoples (IP) Tribe in Canaman, Camarines Sur shared that the opportunities opened by TBM empowered her to go out of her comfort zone. She used to be a timid housewife who never dreamed of going out of the tribe. Now, she is an IP mandatory representative of her tribe and the local government unit (LGU).
C. Bugkos Kabataan was organized by TBM. It is a people’s organization that aims to empower the youth as young leaders and entrepreneurs. Some of the members and beneficiaries of Bugkos Kabataan are children of PODIS and ILAW. Their exposure to TBM’s volunteer activities inspires them to become drivers of positive change in their communities. Some members of Bugkos Kabataan joined the Sangguniang Kabataan, a manifestation of improved leadership skills.
TBM also conducts an annual psychosocial program for children, Kurit Aki. It provides 12-week painting and counseling workshops for children of families who were affected by a series of typhoons that hit Camarines Sur. Kurit Aki is being implemented in partnership with local volunteer artists and students, with materials being donated by various groups.
Because of TBM’s initiatives of TBM in organizing volunteers for promoting HEAL – health, environment, and alternative livelihoods, TBM’s proposal entitled, “Developing Social Enterprises for Economic Resilience of Disaster Survivors in Bicol” or the SED Program was funded by CHED in the amount of PHP 9.98 million. The SED Program was also endorsed by the Bicol Economic Development Committee to the Bicol Regional Development Council for support and adoption.
TBM will implement the SED Program in collaboration with Mariner Polytechnics College Foundation, Inc., Central Bicol State University of Agriculture, and concerned LGUs. They will organize and empower more social enterprise groups in Libmanan, Pili, and Naga in the Province of Camarines Sur, and some municipalities in Albay. Currently, the SED program is serving nine organized groups of social entrepreneurs who have made significant progress in implementing their respective social enterprises.
