The Director-General heads NDR. He or she is elected by the Broadcasting Council on the prposal of the Board of Directors. The Director-General discusses RCB affairs with the deputy and the directors.
The legal basis for RCB is the RCB Treaty, which regulates the tasks, organisation and social control of the broadcaster.
