Simatic Ncm Pc Manager Download [UPDATED]

How in the world can I get sfc working in simatic manager - is it a additional installation - is it a license ting- is it a purchase and get download thing? I am only able to do the base stuff (fbd,ll,ob,scl)

2. If I am able working with sfc is it possible exporting and importing sfcs? Did anyone of you have some experience regarding this?

Also it would be interesting if there is some sdk/api thing automating stuff in simatic manager in regards of sfc import or others.
