Ralph like many is from a working-class immigrant family who have become entrepreneurs fulfilling the promise of the American Dream through perseverance, strong work ethic, dedication, and pride. It's been his commitment to serve his community with integrity and excellence.
His mother whom immigrated from Mexico in the 80's. Whom first lived Boyle Heights and then moved to Baldwin Park. Ralph is 35 years old and has called Baldwin Park home for 32 years. He is the proud uncle of 5 nieces and nephews. Civic engagement has been family value in the Galvan Family, They actively engage all of the family members, even the littles ones. His mother volunteers her time in social work, his father is a shop steward at his place of employment.
Being from a working-class immigrant family he understand the burdens navigating from increase taxes and the financial and emotional costs, the possibility of earthquakes and the worn down infrastructure and the results aftermath of the unexpected coronavirus pandemic. Furthermore, he is ready to fight for Baldwin Park families. As a Director on the Valley County Water District he has promote public engagement, expand on water conservation efforts and ensured our water system provides drinking water that exceeds State and Federal drinking water standards.

Current Director on the Valley County Water District.
Has ten years of public service in municipal government.
Has served on two city commissions for the City of Baldwin Park; practicing good governance, transparency, and active community engagement of diverse residents and businesses.
As an 48th AD Delegate for Assemblywoman Blanca Rubio, he has engaged with Communities throughout the San Gabriel Valley.
Has regional leadership experience in disaster services throughout the American Red Cross Los Angeles Region.
He assisted in spearheading the American Cancer Society Relay for Life of Baldwin Park event and ensured that the investment in cancer research is of importance in our community.
