Rachel J. Schoner

I am a Ph.D. Candidate in the Department of Political Science at the University of California, San Diego. Motivated by protecting individual rights and liberties in the most repressive societies, my work explores how international institutions can improve human security and welfare. My research focuses on individual access in international, human rights law. My dissertation explores the individual petition mechanism in United Nations human rights treaties, which allows individuals to confront states about treaty violations.

Originally from Virginia, I am a proud alumna of Emory University, where I jointly received my BA in Mathematics and Political Science and MA in Political Science in 2015.
