The government’s ’Build, Build, Build’ project would spend $180 billion for infrastructure to transform the Philippines’ economy [1]. However, it is not rare to see unfinished and abandoned projects [2] [3] and some projects that are overdue their expected completion [4]. Consequently, these delays are costing the nation to the point of the president getting urged to discipline road contractors [5].
The public are the ones who are most affected with these unfinished and overdue projects. The public should know these and should be able to inform others on the projects whose are causing disturbance for the public. However, there is no known system that does this.
Enabling the public to report unacceptable or unsatisfactory projects would raise the awareness on these projects. Addition- ally, an official can find this useful to see where there needs to be improvement where they might have overlooked.
The objective of the study is to create a system that is able to give a platform for reporting issues on public projects and/or on the condition of public utilities or properties.
The specific objectives of the study are as follows:
This study will not deal with security nor will it deal with optimization of user experience. This paper is focused on creating a system that could be easily used be transferred ownership by making it easily deployable. Furthermore, with the nature of the data collected, real time update of data is deemed not needed for the purpose of the study.
