Town of Prospect 2023 Comprehensive Plan
The Comprehensive Planning Committee is very pleased to report that Prospect's 2023 Comprehensive Plan been deemed complete and consistent by the State of Maine on Aug 11, 2023. For additional details regarding the process, see Maine's Comprehensive Plan Statute, Rule and Other Documents.

Art 1. To elect a moderator by written ballot to preside over meeting.
Art 2. Shall the town adopt the “2023 Prospect Comprehensive Plan?”

Comprehensive Plan Surveys
The Comprehensive Planning Committee would like to say a big thank you to Prospect residents and taxpayers for taking the time to fill out and return the surveys. In total, 432 surveys were sent out and over 40% were returned. The feedback provided will help us understand what people here need and want for Prospect's future.
The completed 2022 Community Survey Results are now available and can be found here.

2023 Prospect, ME Comprehensive Plan available for public viewing at the Town Office and online.
Completed
Prospect's 2023 Comprehensive Plan has been deemed complete and consistent by Maine's Department of Agriculture, Conservation & Forestry Municipal Planning Assistance Program on Thu Aug 11, 2023.
Reviewed Prospect’s plan from 1994 to understand why it was not accepted by the state of Maine.
Assigned owners who will be responsible for drafting specific chapters within the plan.
Created the Prospect Comprehensive Plan website, linked off the Town’s website.
Developed a Frequently Asked Questions (FAQs) document, linked off the plan website and updated as needed.
Developed a town survey, mailed out to residents and taxpayers on Sep 15, 2022. Over 40% of surveys returned.
2022 community survey results have been analyzed, report available here.
Important Dates
September 15, 2022: Met with Select Board to present progress.
October 2022: Datasets are due from the State.
October 27, 2022: 1st 180-day planning period expires.
April 23, 2023: Comprehensive Plan ready for State review (TARGET).
April 25, 2023: 2nd 180-day extension expires.
May 24, 2023: Comprehensive Plan submitted to the State.
August 11, 2023: State of Maine deems the Town of Prospect Comprehensive Plan complete and consistent.
September 23, 2023: PUBLIC HEARING/MEETING: Proposed 2023 Comprehensive Plan
September 30, 2023: OPEN TOWN MEETING WARRANT:
Art 1. To elect a moderator by written ballot to preside over meeting.
Art 2. Shall the town adopt the “2023 Prospect Comprehensive Plan?”
October 20, 2023 – 3rd 180-day extension expires and Comprehensive Plan must be finalized.
