PDFmora - Merge & Convert

Last Updated: October 22, 2026

Effective Date: October 22, 2026

PDFmora - Merge & Convert (the "App") is developed and published by the independent developer of PDFmora - Merge & Convert("we", "us", "our"). This Privacy Policy explains what information the App handles, where it goes, and what choices you have.

Questions or privacy requests: duyulong84@gmail.com

1. The short version

● No account. No sign-up, no name, no email address, no phone number is required to use the App.

● Most tools run entirely on your device. Password protection, merge, split, watermarking, page organizing and compression never send your file anywhere.

● Two features use the internet: file conversion and OCR text recognition. These send the single file you select to a third-party AI processing service, which returns the result.

● We do not store your documents and do not keep copies. We also do not maintain logs that link a request to you.

● The processing service is not located in the United States. It is provided by DeepSeek and stores data on servers in the People's Republic of China. Please read Section 4 before using the cloud features on any sensitive document.

2. Information we do not collect

We do not collect or request:

● Your name, email address, phone number, or postal address

● Your contacts, calendar, photo library contents, or file listing

● Your location

● Advertising identifiers (IDFA) or any cross-app tracking identifier

● Health, biometric, or financial information

● Usage analytics, session recordings, or behavioral profiles

The App contains no third-party analytics, crash-reporting, advertising, or social-media SDKs. We do not track you across apps or websites. We do not build user profiles, and we do not maintain a history of the files you process.

3. When everything stays on your device

The following features are processed locally using your device's own computing resources. No request containing your document is sent anywhere:

● Password protection and encryption (adding or removing a password)

● Merging multiple documents or images into one PDF

● Splitting a PDF, or extracting selected pages

● Adding text or image watermarks

● Reordering, rotating, or deleting pages

● Compressing a file

Your documents are stored only where you choose to store them — inside the App's sandbox on your device and, if you select it, a location you control such as iCloud Drive. We have no technical ability to access these files.

4. When your file is sent for processing (conversion and OCR)

4.1 What is sent

Only the specific document you select for that operation, together with the output format you choose. We do not send your other files, your file list, or your device's contents.

4.2 Who processes it

The file is transmitted over an encrypted connection (HTTPS / TLS) to DeepSeek, a service provided by Hangzhou DeepSeek Artificial Intelligence Co., Ltd. ("the processing service"), which performs the conversion or text recognition and returns the result to your device.

DeepSeek is an artificial-intelligence service provider. It is not affiliated with us, and its handling of data is governed by its own privacy policy, available at:

https://cdn.deepseek.com/policies/en-US/deepseek-privacy-policy-2025-02-14.html

4.3 Where the file is stored

DeepSeek states in its privacy policy that it stores the information it collects on secure servers located in the People's Republic of China. Your document is therefore transmitted to and processed outside the United States.

4.4 How long it is kept

We do not store your document, do not receive a copy of it, and do not keep any file history. Our requests to the processing service are stateless from our side.

We cannot, however, independently guarantee deletion by the processing service. DeepSeek's published policy states that it retains information for as long as necessary to provide its services and for other purposes set out in that policy — including improving and developing its technology and models — and that retention periods vary with the type and sensitivity of the information. Because of this, we do not describe our cloud features as "zero-retention", and we ask you to read Section 4.7 before sending any sensitive document.

4.5 Technical data collected by the processing service

DeepSeek's policy states that it automatically collects network and device information, including IP address, device model, operating system, device identifiers, system language, and log information about your use of its services, and that it may use approximate location derived from your IP address for security purposes.

On our side, we do not retain request logs that link a request to you or to your document, and we do not maintain any identifier that would let us associate a past request with a person.

4.6 No human review by us

We do not review your documents. Processing is automated. We cannot make the same representation on behalf of the processing service; its own policy governs its practices.

4.7 Your decision — please read before using cloud features

Because documents sent for conversion or OCR leave your device, leave the United States, and are handled by a third-party AI service under its own terms, do not use the cloud features on a document if any of the following applies:

● The document is subject to a confidentiality obligation, a court order, or a client or employer policy that prohibits sending it to a third party

● The document contains sensitive personal information about other people (for example medical records, financial account data, government identifiers, or information about minors)

● The document contains trade secrets, unpublished research, or material you are not licensed to disclose

● Applicable law restricts transferring the data to a service located outside the United States

Use the on-device tools for those documents. The encrypt, merge, split, watermark, organize, and compress features do not transmit anything.

5. Service providers and disclosure

The only third party that receives your document content is the processing service described in Section 4, acting to perform the operation you requested.

We do not sell, rent, or trade personal information. We do not share personal information for cross-context behavioral advertising, and we do not disclose it to data brokers.

We may disclose information if required by law, subpoena, or valid legal process, or where necessary to protect rights, property, or safety — to the extent we hold any such information at all, which, as described above, is generally none.

6. Permissions

The App requests access to your files or photo library only when you choose a document to import, and access is limited to the specific item you select. The App does not request access to your camera, microphone, contacts, calendar, Bluetooth, or location.

7. Data security

● Documents are encrypted in transit using HTTPS / TLS.

● We do not operate user accounts, so we hold no credentials that could be breached.

● We do not retain copies of your documents.

● Files kept on your device are protected by the iOS app sandbox and your device's own encryption and passcode.

No method of transmission or storage is completely secure. Data transmitted to a third-party service is subject to that service's security practices as well as our own. We cannot guarantee absolute security.

8. Children's privacy

The App is not directed to children under 13 (or under 16 where local law sets a higher age). We do not knowingly collect personal information from children. Because the App requires no account and we collect no identifiers, we do not maintain profiles of any user. If you believe a child has sent a document through the cloud features, contact us and we will advise on removing it.

9. Your privacy rights (California residents)

If you are a California resident, the California Consumer Privacy Act, as amended by the California Privacy Rights Act ("CCPA/CPRA"), gives you the right to know what categories of personal information a business collects, uses, or discloses; to delete it; to correct it; to opt out of its sale or sharing; to limit the use of sensitive personal information; and to be free from discrimination for exercising these rights.

We do not sell or share personal information as those terms are defined by the CCPA/CPRA, and we do not use or disclose sensitive personal information beyond what is necessary to perform the service you requested.

Where you use the conversion or OCR features, the document you select is disclosed to our processing service for the business purpose of performing that operation. We do not receive or retain it.

Because the App requires no account and we do not build user profiles, we generally hold no information that identifies you. To make a request, email duyulong84@gmail.com with the subject "California Privacy Request" and describe what you are asking us to do. We will respond within the timeframe required by law. If we hold no identifiable information about you, we will tell you so. An authorized agent may submit a request with your written permission.

Requests concerning information held by the processing service should be directed to that service under its own privacy policy, since we cannot access or delete data we never received.

10. Do Not Track and Global Privacy Control

We do not track users across third-party websites or apps, so we do not respond differently to browser-based "Do Not Track" or Global Privacy Control signals.

11. International users

The App is offered in the United States. Conversion and OCR requests are transmitted to, and processed and stored on, servers located in the People's Republic of China, as described in Section 4. If you use the cloud features, you understand and agree that your document will be transferred to and processed in that location. If you are not willing to accept that transfer, use only the on-device features.

12. Changes to this Privacy Policy

If we change how the App handles data — for example, by adding a cloud feature or changing processing providers — we will update this policy and revise the "Last Updated" date above. For material changes we will provide notice in the App or in the App Store release notes before the change takes effect. Continuing to use the App after a change takes effect means you accept the updated policy.
