Realizing they had not landed near Virginia, the pilgrims were quite aware that when they got off the Mayflower, there would be no existing government to rule them. What should they do?

Option one: total anarchy--each man for himself, no rules, no leaders

Option two: head south for Virginia where an English government was present

Option three; ask all men aboard to sign an agreement that pledged themselves to mutual cooperation and social behavior.
