When viewed at the county level, the statistics are even more sobering. Many counties in Southern West Virginia have experienced drastic population decline over the past 40 years.

In addition, according the Appalachian Regional Commission's progress scale, not one county in the state has reached the highest level, "Attainment Level", and only one county has reached the "Competitive Level." All counties in Southern West Virginia are either at the lowest level "Distressed Level" or the second lowest level "At-Risk Level."
