MANILA, OCT. 7 -- President Corazon Aquino today launched a crackdown on the media, closing three radio stations and ordering the investigation of a television station after receiving intelligence reports that various rebel military groups and opposition politicians had formed a new alliance to topple her government.

{In Washington, State Department spokesman Charles Redman made a statement in support of Aquino, saying, "We are unalterably opposed to any effort to overthrow President Aquino's constitutional government." He said the closing of the radio stations was done in compliance with legislation pending in the Philippine Congress, adding, "It seems to me that that's something supported by the Philippine people through their elected representatives."

The broadcasting stations targeted in today's crackdown were accused of helping the coup plotters by broadcasting the views of anti-Aquino rebels. The closures marked the government's most drastic response yet to continuing coup threats.

Presidential press spokesman Teodoro Benigno said the three radio stations were "blatantly guilty of glorifying the enemies of government" by airing interviews with fugitive military officers who have been implicated in past plots to overthrow the government but have not been apprehended. He said the stations were "transmitting the propaganda of right-wing rebel groups."

The Philippines House of Representatives has failed to renew the license of the Catholic Bishops' Conference of the Philippines (CBCP) to operate dozens of radio stations across the country. An application to renew the license (or franchise) was lodged in January as the previous one expired on Aug. 7. The application, which sought the extension of the license for another 25 years, remains stuck at the committee level of the Lower House of Congress.

Philippine law requires radio and television networks to have a franchise, which is granted through legislation by Congress, to be able to operate. The franchise granted to the CBCP was last renewed in 1992.

At least 54 radio stations under the country's Catholic Media Network (CMN) will be affected by the failure of the renewal of the franchise this year. The CMN-affiliated radio stations' broadcasts reach 11 regions and 35 provinces of the country. It is the largest broadcaster in the Philippines in terms of the total number of stations and transmitting power per station. Radyo Veritas, a radio station operated by the Manila Archdiocese, has a separate franchise that was renewed during the previous administration.

Many other music lovers have criticized streaming services for making discovering music more of a background experience than something engaging. Instead, they find new music through online music stores, their local record shops, and online radio.

The CMN-affiliated radio stations' broadcasts reach 11 regions and 35 provinces of the country. It is the largest broadcaster in the Philippines in terms of the total number of stations and transmitting power per station.

In June 1922, the first Philippine radios were set by Henry Hermann. Hermann organized three 50-watt radio stations in Manila and Pasay, after only two years the first American radios were set up in Pennsylvania. In 1927, J. Amado Araneta bought KZRM (big station) and KZEG (American station). Araneta would also later own the DMHM newspaper chain, an example of media monopoly and cross ownership trend rising at the time. Both newspaper and radio were managed under the Far East Broadcasting Company, with Carlos P. Romulo as managing director. In 1929, radio was introduced to the provinces when station KZRC was set up in Cebu City.

Like film, radio garnered immediate and wide response from the public, largely due to its conversational tone, its entertainment aspect. It was less an information and news source than it was an entertainment source at the time.

Again, business took this opportunity to exploit the profit side of it. Department stores owned many of the stations to for marketing purposes. It played commercials that advertised the products sold in their stores, particularly the radios it sold. But many stations too were American-owned, and so while some stations spoke in the vernacular there were just as much that spoke in English (another reason why the language quickly spread). Also, much like in film, radio personalities were treated as celebrities and given much attention.

As much as the government saw the largely available and free flowing characteristics of radio as an advantage, it also saw it as a potential threat. In 1931 the Secretary of Commerce set up the Radio Control Board to implement Radio Control Law. It was the board that legally allocated frequencies, examined applications, and conducted inspections. This allowed the government to watch over the emerging medium.
