Which individuals or subgroups are susceptible to inversion
Whether Chaos Insurgents can be reliably converted into:
Foundation informants
Controlled assets

No explicit memetic weapons without Internal Affairs clearance. Excludes usage of Class-A memetic.
Psychological destabilization authorized.
Temporal, existential, and identity-based questioning approved.
