During the events of the Shutdown, this blue penguin had been protecting two female penguins, one of which was his sister - the Pigtailed Girl Penguin. A few days before the events of The Gang, all three of them went into the Tuba Gang's hideout to hide from bad guys, not knowing that their shelter of choice was actually Tuba Gang turf. Because of this, the Brother and his two companions were forced to keep themselves hidden to avoid getting caught by the Tuba Gang.

When Lil Jeffy entered the Tuba Gang's hideout to escape the Cannibal, the Brother asked Lil Jeffy if the coast was clear, and then revealed himself after seeing that there were no Tuba Gang members in sight. He explained his situation to Lil Jeffy, and then beckoned his friends to escape while they still could, but the Tuba Gang arrived before they could leave.

When questioned by the Tuba Gang Leader, the Brother tried to reason with him, explaining that he and his two companions didn't mean to trespass, but the Tuba Gang Leader noticed that his cart of mushroom bags was missing and blamed the Brother for it. The Brother tried to explain that he didn't do anything with the minecart, but that didn't satisfy the Tuba Gang Leader, so he had his men beat up the Brother to get his friends to spill the beans. They wound up beating him to death, which finally got the Pigtailed Girl Penguin to tell the Tuba Gang about Lil Jeffy.

The Girl Penguin with Bow was probably, at best, an acquaintance of the Brother. It was revealed in The Agent that she barely knew the Brother and only cared about him because he was keeping her safe. After the Tuba Gang Leader took her to be his girlfriend, she stopped concerning herself with the Brother's death.
