PDMU Champions Smarter Infrastructure Execution Through New Government Procurement Act
To make sure that public funds will result in fast and quality community development, the Department of the Interior and Local Government (DILG) Region VI, through its Project Development and Management Unit (PDMU 6) successfully led a massive capacity-building campaign to transform local project implementation.
From June 29 to July 1, 2026, the PDMU conducted a rigorous three-day virtual training entitled “Regional Orientation and Training on the Republic Act No. 12009 for LGUs: Strengthening Procurement Compliance for LGSF-Funded Projects.” This regional initiative was broadcasted through Zoom and the PDMU BaSIX Facebook livestream and rapidly grew into a national learning event that drew hundreds of Bids and Awards Committees (BAC), municipal end-users, and Local Chief Executives, eager to learn the ropes of the newly enacted New Government Procurement Act (NGPA).
The training directly tackled critical operational bottlenecks identified by field reports in Western Visayas, where LGUs, especially at the barangay level, often deal with complex procurement plans, changing thresholds, and documentation gaps. Failure to follow these strict state laws frequently leads to severe project delays, negative audit reports or the total freezing of critical community funds.
To address these risks, PDMU 6 hired the best resource persons accredited by the Government Procurement Policy Board (GPPB) to enhance the procurement skills of local leaders and ensure that all future local transactions will be of the highest degree of transparency and best value for money.
Training began with a thorough discussion on the salient provisions of RA 12009 by Mr. Julius B. Undar and was followed by an interactive session on enhanced procurement modes facilitated by Engr. Stephanie N. Gadong, who encouraged BAC members to be active during pre-bid conferences. The symposium concluded on July 1 with a final lecture on contract implementation and sanction mechanisms by Ms. Jocelyn T. Genesila, giving clear guidelines to local officials on dispute settlements and administrative liabilities.
With mastery of these simplified procedures, Western Visayas LGUs are fully equipped to minimize compliance risks, avoid costly disallowances and speed up Local Government Support Fund (LGSF) projects. This significant training highlights the PDMU’s unwavering commitment to smart, transparent, and highly effective fiscal governance that directly empowers communities.
