The 2024 Annual Operational Planning of the Ministry's Nationally Funded Programs (NFPs) concluded successfully from January 9 to 12, 2024, in Davao City. The activity aimed to assess, review, and plan the NFPs operations for the fiscal year 2024.
The activity was participated by various MSSD NFP Program units: Pantawid Pamilyang Pilipino Program (4Ps), Sustainable Livelihood Program (SLP) -RPC, Supplementary Feeding Program, Social Pension Program for Indigent Senior Citizen, Centenarian Program, Regional Sub-committee for the Welfare of Children (RSCWC), Regional Juvenile Justice and Welfare Committee (RJJWC), Recovery and Reintegration Program for Trafficked Persons (RRPTP), and MSSD’s Support to Operation units.
Day 1: 9 January 2024
The program commenced with the registration, followed by the preliminary activities facilitated by the Ms. Myrah Salik, Program Evaluation Officer II. A welcome remark was delivered by Ms. Nur-Ainie T. Lim, Deputy Minister, and a special message by Atty. Mohammad Muktadir A. Estrella, Bangsamoro Director General. Mr. Jamal M. Ali, Planning Division Chief, allowed the participants for a quick getting-to-know exercise before he presented the rationale of the program.
Day 2: 10 January 2024
Day 2 commenced with an inspirational message from Minister Raissa H. Jajurie, instilling motivation among the participants. The entire day was dedicated to the Accomplishment Review and Assessment, featuring insightful presentations by Regional Program Coordinators on the financial and physical achievements of 2023. Each program showcased success stories during their individual presentations. This session not only served as a platform to recognize best practices but also identified areas for improvement.
Subsequently, the group moved into the Revisitation and Assessment phase, integrating workshops. Participants actively engaged in discussions, extracting valuable insights and lessons learned to enhance the effectiveness of their respective programs.
A separate session addressing the significant agendas of key Regional Units followed, providing a platform for crucial announcements and reminders related to operational processes. Additionally, participants had the opportunity to address concerns pertaining to finance and budget, monitoring and reporting, human resources, and administrative requirements.
Day 3: 11 January 2024
On Day 5, the focus shifted towards formulating the Work and Financial Plan (WFP), Project Procurement Management Plan (PPMP), and scheduling activities for the fiscal year 2024. Mr. Nasarodin Disoma, Planning Officer IV, led the session, guiding participants through workshops and presentations to develop their outputs.
As part of the agreements, each program is required to submit their finalized outputs for review by the Planning and Development Division (PDD) and Finance Management and Support Service Division (FMSSD). These documents play a crucial role in expediting the budget release for the respective programs.
Additionally, an executive hour session was conducted, providing each program the opportunity to express their concerns and issues to top management. Minister Jajurie, along with BDG Estrella and DM Lim, addressed various concerns raised during the session.
Concerns included a range of issues, to wit:
Contractualization of NFP personnel. The need for creation of TWG to discuss with concerned offices (DSWD, CSC, etc). Consultation with implementing units to gather their insights and the consideration of OHRA OHRA guidelines on appointments.
Promotion of staff to minimize employee turnover. The need for justification for the proposed promotion of staff to support in lobbying with DSWD
Reporting mechanism in the case of SGA with the passage of BTA Bill Nos. 129 to 13. To make use of existing structures pending plebiscite of the bill
Use of Unconditional Cash Transfer Cards. The need for creation of TWG to address the concern
Lack of TE and admin expenses for SLP staff in the augmentation for the implementation of BSK program , MRP, and TDIF. To discuss with Admin
The event wrapped up with a Gala Night and Closing Ceremony with entertaining activities and friendly competitions that fostered camaraderie among participants. An awarding ceremony highlighted exceptional contributions and achievements in each program. Atty. Mohammad Muktadir Ahmad Estrella provided the closing remarks to conclude the night.
On Day 4, participants traveled back to Cotabato City.
