All of these issues, as well as others, can be resolved quickly and easily by issuing a Paypal Refund.
1. Log into your account and go to the top of the page to the "Activity" tab.
2. Locate the payment you want to refund and choose the payer's name.
3. Underneath the total, click the "Refund this payment" button.
4. Enter the refund amount (if it's not a complete refund), write a comment if necessary, and then click "Issue Refund" at the bottom of the screen.
That's it; the money is being returned to your PayPal account from where it came.
