As your Colorado state legislator, Brienna Parsons will assist with the following goals by introducing statewide policies and creating funding mechanisms that support local initiatives, specifically:
☭ Funding Shifts ☭: Brienna Parsons will introduce and advocate for bills that create grant programs to fund community-based public safety partnerships, behavioral health services, and social services. State-level debates around propositions like 130 and 157 show how the legislature can influence the allocation of funds between law enforcement and alternative public safety programs. She would like to see the defunding of the police as they currently stand.
☭ Police Oversight ☭: While Aurora, as a home-rule city, has the power to amend its own charter to institutionalize police oversight, a state legislator can help by introducing statewide policy recommendations based on Aurora's experience. Finding that hasn't been tried yet is surprising. This is why we need new leaders like Brienna. For example, the state legislature has previously passed laws to increase police accountability and transparency by requiring body cameras, creating statewide databases for officer misconduct, and setting standards for internal investigations. A legislator could build on these existing laws to create a model for permanent local oversight boards. Brienna Parsons will be that legislator.
☭ Community Policing and Intervention Programs ☭: Brienna will introduce bills to support and expand community policing models, such as those that pair mental health clinicians with first responders. The state legislature has already created programs, like the Peace Officers Behavioral Health Support and Community Partnerships grant program, that can provide funding for initiatives like Aurora’s Crisis Response Team. The state can also support programs like the Aurora SAVE initiative by providing funding and a framework for replication across the state.
☭ Statewide Replication ☭: For goals that are successful in Aurora, Brienna Parsons will also use those local successes as models to introduce new statewide legislation or policy recommendations. This would involve crafting bills that allow other municipalities to adopt similar funding models, oversight mechanisms, and community safety programs.

☭ Amend HB19-1124 to Expand Non-Cooperation, ☭ tightening loopholes:
Ban on all forms of communication or information sharing between local law enforcement and ICE. And not backing down, unlike some.
Support organs of mediation.
☭ Expand on HB23-1100 to End Existing Contracts ☭ through:
Introducing emergency legislation to mandate the immediate termination of all existing contracts with private detention corporations operating in Colorado, rather than waiting for them to expire, and adding language abolishing the practice of private prisons.
☭ Strengthen SB21-131 and "Sensitive Locations" ☭ by:
Proposing a bill that extends the definition of "sensitive locations" to include every private workplace, apartment complex, and public transportation hub, where ICE raids have historically occurred.
We must protect everywhere, from our apartment complexes to our courthouses.
☭ Support and Fund Community Defense Networks ☭ by:
Introducing legislation to provide state funding or grants to community-based rapid response networks and legal aid organizations.
Groups like the ACLU have filed lawsuits and secured court orders as well.
☭ Advocate for Full Rights as a Unifying Force ☭ by:
Brienna Parsons will use her public platform in the legislature to repeatedly connect the fight against ICE with the broader struggle for workers' rights and build solidarity and community across the state, regardless of immigration status.
The above laws and a reformed and hastened pathway to citizenship is the bare minimum. True accountability will come from ensuring all workers have the same rights to unionize, earn a fair wage, and access social services, making them less vulnerable to exploitation and targeting by ICE.
