The clear shell of the new Georgian parliament building in the city of Kutaisi was supposed to represent the transparency of democracy. But a decade after breaking ground on the ultramodern structure, its glass panels are opaque with dust and its grounds becoming a wasteland after parliament packed up and left in late 2018.

Saakashvili says he spearheaded the project primarily for military-strategic reasons: Especially after the [2008 war with Russia]," he says, "the decision to move parliament to Kutaisi was in case Tbilisi comes under attack, we needed a place for the Georgian government to be and for Georgian power to be.

All parliamentary work ceased in Kutaisi in late 2018 and the building was later put up for sale, though it failed to find a buyer. While there is no indication that will happen anytime soon, one figure that has made a return is the sword-wielding horseman that was the lead figure of the Soviet-era monument demolished in 2009. After spending 12 years in storage, the horseman has been placed on a newly built plinth facing the unused parliament building. The monument was unveiled on May 9.

The bill has caused an outcry. Two journalists were briefly arrested and another was injured during a protest outside parliament on the evening of 2 March. Police arrested Tabula news website reporter Beka Jikurashvili when he asked them why they were arresting protesters. The other journalist, Zura Vardiashvili, who runs Publika, a media outlet specialising in public policy, was arrested while chanting a slogan critical of the law. Parliament subsequently suspended the accreditation of Publika's three correspondents, Natia Amiranashvili, Keti Goguadze and Natia Leverashvili, for a month. Niko Kokaia, a cameraman with the opposition TV channel TV Pirveli, was caught in a brawl between police and demonstrators, sustaining a leg injury for which doctors ordered ten days rest.

Many journalists expressed their opposition to the bill within the parliament building on 27 February, and more than 60 media outlets have announced their intention not to comply with the law if it is passed. A petition against the bill has been signed by more than 260 organisations including the respected Journalistic Ethics Charter of Georgia.

Georgian President Salome Zurabishvili has two weeks to sign or veto the bill; however, parliament can override a presidential veto, Mamuka Andguladze, chair of local trade group Media Advocacy Coalition, told CPJ.

Parliament first passed amendments to the law introducing hate speech violations in December 2022, granting GNCC the direct right to rule on them. Following criticism of the law by a Council of Europe Opinion in February 2023, parliament passed further amendments in June, returning regulation of hate speech to broadcaster self-regulation.


The specific objective of the project is to strengthen parliamentary oversight in public finances in Georgia; with the priority of enhancing independence and institutional capacities of the Parliamentary Budget Office, increasing the efficiency of the cooperation of the Budget and Finance committee with relevant institutions and other parliamentary entities, as well as civil society.


The European Parliament closely monitors political developments in partner countries, in particular when they are prospective EU members. It also supports their democratic reforms through cooperation on parliamentary capacity building.

Three seminars on child rights for the members of the Parliament and the Permanent Parliamentary Council on Child Rights Protection were organized by UNICEF in 2021 to discuss the Convention on the Rights of the Child, the Code on the Rights of the Child of Georgia and the role of parliamentarians in protecting child rights. As of today, up to 20 per cent of the parliamentarians have undergone these trainings and improved their understanding of child rights.

The events this week underscore the repetitive nature of Georgian politics. Exhilarating breakthroughs to democracy are followed by periods of backsliding into authoritarianism. Governments come with promises of reform and progress but end up desperately holding on to power. After 10 years of post-Saakashvili governance, we have returned to single-party dominance, parliamentary boycotts, and mutual mudslinging. Hopes for advancing Georgian democracy through greater accountability, inclusive decision-making, power-sharing, and tolerance of the opposition, including civil society, have evaporated.

In February, more than 60 media outlets and civil society groups said they would not comply with the law if it was passed. Georgian President Salome Zourabichvili has said she will veto the bill, although parliament can override her veto.

"During the last five years, Georgia has experienced genuine independence and stability," said Zhvania. His remark underscored the progress that has been made in building a democratic society in Georgia from "ground zero." "When our first parliament was elected in 1992, we were very enthusiastic, but absolutely inexperienced," he commented. Georgia was faced with "civil fragmentation, a collapsed economy, and ruined state institutions that threatened to tear the state apart." Today, Zhvania emphasized, the situation in Georgia is much more stable; with the emergence of free press, a market economy, and a civic sector, Georgia is "firmly placed in the democratic community of nations."

Georgia's leadership has taken risks and often learned from its own failures in the quest to build a democratic state. "Georgia's trial by fire has sharpened and brought into focus the urgency of improving the life and future of our citizens," said Zhvania. Accordingly, the Georgian parliament, under Zhvania's leadership, has drafted over 700 pieces of legislation to create a new legal framework for the nation.

In response to this threat, Zhvania outlined the Georgian parliament's "concrete plans to attack the very roots of institutional corruption." "Major steps" have been made in the reform of the judiciary, including the introduction of comprehensive examinations, retraining programs for judges, and the recruitment of new judges. Zhvania noted that public opinion was supportive of these reforms, which give cause for optimism in the transformation of a corrupt, post-Soviet state into a democracy where civil servants will be "professional, energetic, and pure." Other reforms include the creation of budgetary oversight committees and the establishment of an independent commission charged with developing a comprehensive anti-corruption plan. He said the committee is to be composed of members of Georgia's "vibrant civil society" and the Chief Justice of the Georgian Supreme Court, and "will lead to the radical evaluation and reform" of Georgia's procuracy, tax and custom administration and law enforcement agencies. "Only through this united and comprehensive approach can we hope to maintain and expand our current achievements," said Zhvania.

Asked about Russia's promised withdrawal of some of its military bases from Georgia beginning in August of this year, Zhvania said that he hoped this would proceed as planned and that Russia would withdraw from its two remaining bases in Georgia within the next three years. Zhvania was confident that Georgians, with the assistance of OSCE peacekeepers and observers, would be able to maintain its cease-fire agreement with Abkhazia, and hopefully bring an end to the conflict. He said that the presence of Russian peacekeepers was detrimental to the situation, and Russian threats that the situation would worsen if they withdraw are unfounded.


Partnership with the United States

Zhvania stressed that the Georgian parliament has taken the "first critical steps" in building a "stable and transparent state." However, he underscored the importance of cooperation with the US, stating that "although the solutions to these challenges can only be generated and led within Georgia, the process must still be assisted through cooperation and strong, reliable partnership with the US." Zhvania looks forward to developing his nation's already close relationship with the US. 

In particular, Zhvania stated the importance of US assistance in the reform of the Georgian fiscal administration. In cooperation with the US Embassy in Tblisi, Georgia has established examinations to eliminate the influence of nepotism and other forms of corruption in the hiring of tax officials.
