Cosmic Thief

A title used for Leblanc who wreaked havoc on the possessions of many planets and organizations but mostly the IPC. The term "Cosmic Thief" after Leblanc was imprisoned now usually refers to notorious robbing individuals or groups who has access to cosmic transportation.

Reports suggest they gather in altering locations to hold intensive competitions on how much valuable things they've collected in the span of a few months. Eventually leaving a region, planet, or organization in disarray. 

They seem banded yet at the same time theres not enough evidence to suggest they are one formal organization nor comrades.

The IPC and many others continue to try and follow the messy tracks they leave.
