A manufacturer of several complex bio-weapons, experimental substances and surgeries would be performed in secret on their own citizens, though this was often limited to high-class inmates, and subtle propaganda campaigns would lead the general populace to openly accept such modifications.

• They are believed to have contained their bio-weapon poorly, leading to its spread among government officials.
