The game originally began as an open-world adventure game titled Pac-Man Ghost Zone, with development headed by director Bill Anderson and designer Scott Rogers. After being unhappy with the game's quality, Namco scrapped the game and fired nearly the entire team aside from Rogers and a few others. The development team focused on making the game live up to the "flavor and feel" of the original Pac-Man, and to successfully bring the character into an enjoyable 3D adventure game.

Pac-Man World is a 3D platform video game. Controlling Pac-Man, the player must complete each of the game's six worlds to rescue his family and friends, who are held captive by the ghosts in their homeland of Ghost Island.[4] Worlds consist of four levels each (except the Ruins world, which has three), which are completed by eating all of the pellets to open up an exit door. The final level of each world has a boss that Pac-Man must defeat in order to progress.[4] At the beginning of the game, only three worlds are available, while the other three are unlocked by completing all prior worlds.[4] The six worlds in the game each feature distinctive themes, e.g. the first world, Pirate, features ships, cannons, and beaches.[4]

Levels contain fruit that can be eaten for bonus points, alongside letters that spell out "PACMAN". Collecting all of these letters in a level will unlock a secret bonus stage.[4] Some levels require Pac-Man to retrieve a key to rescue one of his captive friends.[4] Galaxian flagships found in certain levels allow Pac-Man to access a 3D maze themed after the world he is in.[4] These mazes play similarly to the original Pac-Man and Ms. Pac-Man, where Pac-Man will need to eat all the dots and avoid the ghosts. Completing these mazes will unlock them for replay from the main menu.[4] Most levels also contain Pac-Man's nemeses, the ghost gang, which can be defeated by consuming large Power Pellets and eating them.[4]

Pac-Man World Re-Pac features several alterations to the game, ranging from visual overhauls to several worlds and alterations to gameplay. Various stages have been altered from their original counterparts, as well as boss battles being overhauled and new enemies being added. The remake also introduces several new techniques for Pac-Man, such as being able to destroy level objects after eating a Power Pellet, and Pac-Man being able to hover in the air.[25][26]

The team have done a really nice job with the update, though. Pac-Man World was always a colourful, vibrant platformer, and this remake has been a ground-up one, allowing the developers to take advantage of modern tech to saturate the colours further. Pac-Man moves with some nice personality (it would have been great to see a bit more animation variety though), and the six worlds of adventure that he moves through are vibrant and filled with energy.

Pac-Man World Re-Pac is a full-fledged remake of the original Pac-Man World game, significantly upgrading the graphics while retaining the PS1 game's level design, for better or worse. The game starts with Pac-Man's family and friends kidnapped by ghosts, and so the titular yellow hero sets off to save them. As one might have guessed, this requires going through a variety of themed worlds and gathering collectible items in typical 3D platformer fashion.

The excessive back-tracking in Pac-Man World Re-Pac's levels gets old quick, but that doesn't mean there isn't fun to be had. Fans of 90s-era 3D platformers will enjoy playing through the game, even if they don't have nostalgia for the original release. Each world only has four levels, so the themes don't wear out their welcome, and the way the game incorporates classic Pac-Man features into 3D platformer stages is clever.

Pac-Man World Re-Pac's other boss fights are a highlight of the experience, as each encounter is at least somewhat challenging compared to the rest of the game and offers a unique battle. One boss fight is against a flying pirate ship, while another plays out like a Mario Kart-style race against evil clowns. There's a lot of variety here, and it's always interesting to see how each world's theme is going to be used for the boss fight.

Ghost Island consists of six worlds: Pirate, Ruins, Space, Funhouse, Factory, and Mansion, and a hub connects them together. Stages are linear, blocky obstacle courses that mostly employ a side-on perspective. Quick detours contain collectibles, usually fruits that are kept in breakable crates or hover in the open. The most difficult of these diversions require you to carefully jump across platforms that disappear after being stepped on. Except World undercuts that challenge; making it back alive can be tough, but Pac-Man keeps the prize even if he dies. Considering how easy lives are to accrue, sacrificing one to score a cherry is hardly a punishment.
