Based in Kampala, Uganda, Paavokla Real Estate Solutions is a full-service consulting, advisory, and training firm with hands-on experience and expertise in the Ugandan real estate industry.


Our experience and expertise includes a thorough understanding of market dynamics, the profitability metric of return on investment (ROI), real estate project planning, developer attraction methods, structuring real estate deals, contract drafting and negotiation, property management, and business dispute resolution involving contracts and torts.

Meet Paavokla Real Estate Solutions' Executive Director & Principal Consultant/Advisor (Tax and Legal)    

Paul Kibuuka, a lawyer by profession with a thorough understanding of the law, its processes, and its application in land transactions and real estate projects in Uganda and other East African markets, is the Executive Director of Paavokla Real Estate Solutions and the firm's Principal Tax and Legal Consultant/Advisor.  


Paul has more than 15 years of experience advising government and private sector real estate, construction, and related industry clients on the business, tax, legal, and regulatory aspects of developing and managing all types of real estate property, as well as coordinating the preparation of real estate market and financial feasibility analyses and the formation of public-private collaborations in real estate. 


Paul has advised numerous Ugandan, foreign, and international clients (corporate and individual) on the acquisition, disposition, conveyancing, and leasing of land and various real estate properties for investment purposes. 


He has also spent considerable time assisting clients in the resolution of contract disputes and business torts involving contractual rights and remedies under the law of torts. 


Paul collaborates with other lawyers and professionals in accounting, finance, economics, surveying, valuation, design and architecture, and engineering to ensure that our full-service real estate consulting, advisory, and training services are of the highest quality and add value to clients. 


Paul is also the Executive Director of the Taxation and Development Research Bureau, where he leads tax policy analysis for real estate and construction as well as other industries. 


Paul studied law at the University of Dar es Salaam as an Inter-University Council of East Africa (IUCEA) Exchange Student on a Government of Uganda scholarship from 2002 to 2006. 


There, Paul graduated with an Uppersecond Class Honours Bachelor of Laws (LL.B.) degree, and in 2006, he was awarded the Tanzanian Ministry of Science, Technology and Higher Education Prize and the Sheikh Muhammad Zulfikar Khan Prize, among other awards, for being the best final-year student in his law class. 


Paul is a member of several professional law, economic, and business associations and societies, and he has participated in various continuing professional education courses, including the Commercial Real Estate Analysis and Investment course at the U.S.-based Massachusetts Institute of Technology (MIT) School of Architecture and Planning.
