Admiral Arnold Morgan, the National Security Advisor, is tasked with finding out what happened and who is behind it. He suspects that a rogue submarine, armed with a stolen Russian nuclear torpedo, is responsible. He enlists the help of his friend and former colleague, Lieutenant Commander Bill Baldridge, who is an expert on submarine warfare and whose brother was the captain of the Thomas Jefferson.
Baldridge conducts a thorough analysis of the available data and concludes that the submarine must be a Kilo-class diesel-electric boat, modified with an air-independent propulsion system and a stealth coating. He also deduces that the submarine must have been operating from a secret base in the Arabian Sea, near the coast of Iran.

They also discover that the mastermind behind the attack is Ben Adnam, a former Iraqi naval officer who defected to Iran after the Gulf War.
