Though the announcement feature is only introduced in Google Phone app, many OEMs like OnePlus, Oppo, etc. are using the same as the default dialer app. Nonetheless, there are still many OEMs like Samsung who prefer their own dialer app. If your phone has its own proprietary dialer app, it will not alert the other person on the call.

If your phone uses the Google Phone app, the easiest way to stop call recording alerts is by using a third-party dialer from the Play Store. There are many third-party dialer apps to choose from, but my personal recommendation will be the True Phone Dailer app and Drupe Dailer app. While the former is a regular dialer app with a call recording option, Drupe is feature-rich with options like reminders to call, notes while calling, and integrates with other apps like WhatsApp, Duo, Telegram, email, etc.

Once downloaded, you need to set the app as the default phone dialer app. You can either follow the set-up process or open Settings > Apps > Default Apps > Phone App and set it as a default phone app.

Truecaller was developed to find who is calling you before you pick up the phone. But they do offer a full-fledged dialer which also offers a call recording functionality. Just download and install Truecaller from the Play Store and set it as the default phone app.

This is likely a combination of two things: a) stuff that the dialer has to load on startup and b) possibly shortage of memory (RAM) created by loading those things. The biggest gains are to be had by resolving (a) however, this will also have the side effect of resolving (b)

I experienced a similar situation with my Samsung Galaxy GT-i5700 (SPICA), and I got up to a very weird solution to this:

It seems that the huge number of SMS was causing the mobile to further slow down (apart from the large number of apps in the device). I then deleted many of the messages, and there was a significant improvement in the dialer operating speeds.

 I don't know whether the same thing would work for you, it's only a loophole I discovered on my mobile (Fact: Samsung SPICA can only accomodate up to 2000 SMS). I can only say you can give it a try (of course, this stands true only if you have many SMS stored on your device).

Nevertheless, you need to keep your phone system up-to-date to get over the dialer not working during calls. And for most people who don't have any means of updating the Phone (Dialer) app, installing system updates could be a perfect way out.

Conclusively, if you still can't use the dial pad app after following all the solutions above, we think something is wrong with your phone's software or the Phone app itself. But there's a workaround for that. Of course, you can get another Phone (dialer) app that gets the job done without issues.
