Open Letter From Northeastern Faculty and Staff on Remote Work Policy

We, faculty and staff of Northeastern University, are deeply disappointed by the university’s reversal of the remote-work policy announced on October 22nd and October 23rd. We share a commitment to expanding high-value, interactive, and meaningful experiences for students on campus, but the new policy is contrary to the university’s commitment to being an inclusive and welcoming community of care that “protects the pack” and supports diversity, civic engagement, pedagogical innovation, and public health. The disregard for the impact of the new policy on our academic community, and the failure to abide by the university’s established system of shared governance, have created an erosion of confidence in university leadership. The lack of transparency and the failure to communicate a clear justification for changing the current policy have created a loss of trust. And the failure to acknowledge all the creative, committed, and effective work of faculty and staff so far during the pandemic has created a crisis of morale.

We ask university leadership to modify the policy so that faculty and staff have the same options and flexibility in spring 2021 as we had in fall 2020. This request is necessary to honor the following community priorities:

Public Health – As covid-19 cases continue to rise in Boston, in Massachusetts, and throughout the country, public health experts recommend that citizens stay home and reduce in-person contact. The numbers are low on campus now because of low density. If more faculty and staff come to campus, the numbers will increase (especially as community transmission is on the rise in many communities where faculty and staff live, and many rely on public transportation to come to campus).

Diversity and Inclusion – For a university committed to recruiting and retaining diverse faculty and staff, a commitment to flexibility and creativity regarding how faculty teach and how faculty and staff conduct their academic responsibilities is essential. Requiring faculty and staff to come to campus has disproportionate negative impacts on different members of our community, placing extra burdens on those who have caregiving responsibilities, on those who live in multi-generational households, on those who have lower income, on those struggling with mental health issues, and on those who are immune compromised. This policy complicates the university’s commitments to racial and social justice, and the policy will have negative implications for recruiting diverse faculty and staff in the future.

Caregiving Crisis – Given the lack of access to caregiving support and the significant additional burdens of caregiving during the pandemic that so many faculty and staff now face, flexibility is essential. An inclusive university community takes seriously the idea that caregiving responsibilities are community responsibilities. The childcare emergency and the remote learning in many public schools have a disproportionate impact on the careers of women. The main benefit that employers can offer to support employees with caregiving responsibilities is flexibility. Around the country, supportive employers that are requiring employees to return in person are taking innovative steps to provide on-site childcare and educational options for those who may need to bring their children with them to work.

Shared Governance –The faculty senate bylaws state that the faculty senate is “to be consulted as either a whole body or in appropriate committees on all policies, proposals, and problems of faculty concern.” Despite multiple opportunities to seek faculty input, the faculty senate was not involved, consulted, or given an opportunity to provide feedback regarding the potential impact of the new policy. Chairs, Directors and other faculty leaders were also excluded from the decision-making process. The senior leadership’s failure to follow established policy and its disregard for faculty governance are deeply troubling. We are concerned about a university culture where mechanisms for shared governance are ignored and decisions with widespread consequences for the community are made without respecting the university’s established governance procedures.

Pedagogical Innovation – NUFlex has allowed faculty experts the flexibility to create and teach their classes integrating best practices for their particular disciplines during the pandemic. Faculty have invested a great deal of time and energy to adapt to new conditions. For some courses, particularly those that are interactive and discussion-based, teaching in the classroom is sub-optimal. Mandating a specific, one-size-fits-all modality constrains pedagogical innovation and reduces the quality of instruction for some courses.

Civic Responsibility—We were proud of Northeastern’s leadership in handling the global emergency, including, but not limited to reducing campus density by allowing departments to determine best practices for faculty and staff. With a country divided, we were inspired by Northeastern’s modeling of the creativity, flexibility, innovation, patience, and adaptability required at this time. While health leaders around the world are encouraging patience and remote work whenever possible, retreating from our successful strategies signals inappropriate alliances. A cost-benefit analysis that potentially compromises the health—and even lives—of people in our communities is unethical and sends the wrong message to our students about leadership and priorities.

If, after considering each of the priorities above, the senior leadership still wants to propose changes to the remote work policy, we ask for the respect of shared governance, including consultation with the senate and chairs, and transparency in sharing evidence to justify any change. We are committed to optimizing the learning experiences of every student in the spring 2021 semester, including equitable access to our courses for those who may still be unable to come to campus in person.
