I.S.S. Its Brown Bread Jim

This ship has a strong tactical focus and with command seating, leans heavily towards the high yield torp meta. As such I wanted to showcase it in that context, while it is capable of other builds I feel this is the most advantageous way to run it - although that Miracle Worker LT seat could also be used to set this up as a decently powerful DEW platform as well, or even better, perhaps a combined build, with DEW weapons and a single EBM torp + CF3. The main issue I had with a build like that in testing was slotting enough traits to ensure power and haste to the weapons, while also slotting traits that improved the torpedo damage, and also slotting traits that enhanced the sci abilities - hard to focus on one thing. On the plus side, this is maybe the singular most versatile science ship we have ever gotten in this game and I can't wait to see some of the other cool builds people are able to do on it.

Mine admittedly is a bit cookie cutter but I wanted a good baseline for performance. I expect higher numbers as I mentioned before, but I'll keep tweaking it as well for fun and for performance.

One flavor choice to mention, current this build uses Grav Well 3. One of the best things about full command spec ships is the ability "Call Emergency Artillery 3" which can do a ton of damage. I think a good variation of this build would be to drop GW3 for CEA3, and replace Delayed Overload Cascade 3 with Grav well 1. This would keep the same crowd control and anomalies intact, but we lose all of the DOC3 damage output (which is a lot). As a trade off, maybe slot DOC1 instead of Structural Analysis 1, and instead of the Deteriorating Deflector, use an Inhibiting one (better than nothing and procs from gravity well).

Update: Swapping GW3 for Call Artillery 3, dropped DOC3 for GW1
