The Jewel of the Star Empress
The singer at the famed Empress' Crown, the most high-end nightclub on the entire Star Empress. As the son of the former owner and nephew to the current, he is the heir to not just the lounge but also to the mafia family that works out of the business. Wealthy, talented, and far more dangerous than he may initially seem due to his eccentric behaviors, Rhys is dedicated to upholding the peace aboard the Empress, through the underground laws. That being said, he has a soft spot for a certain Detective Prince.

NOTES: His family is the most powerful and wealthy among the entirety of the various mafia families. Despite, or perhaps because of this, Rhys rarely flaunts his wealth and prefers to live in the older apartment he bought in one of the old residential areas.
Because of his position and fame, Rhys has multiple apartments he uses as "safe houses" to keep the focus off his actual home. One of those safe houses has now been given to a certain detective he's terribly fond of.
Rhys has no respect for Penacony, The Family, or the Aeon of Harmony at all. He thinks they're all full of shit and will gladly tell the Family that to their faces. Because of this, he rarely ever bothers to answer any business communications from The Family.
Respects the Masked Fools and enjoys speaking with members who show up at the lounge. All except for his uncle, Giovanni, and Sparkle, who frankly frightens him.

There are two sets of laws aboard the famed star cruiser known as The Star Empress.
The first are the laws ordinary people follow. Established by the police and council to keep the peace and protect both the inhabitants and visitors both. Ordinary things one can find across many worlds. Do not steal, do not kill. Laws that are sensible and expected, the ones that are well-known.
But the second set of laws?
Well, to call them laws is perhaps a stretch. But they are rules, guidelines established by the second and secret council aboard the Empress. Rules that they use to keep the peace between their families, for the good of all on the ship, and for their own "business" decisions.
Rhys is the heir to one of those families, the Giorgio, and the son of the former leader of that family. Having lost his parents to an Anti-Matter Legion attack on one of their off-ship business trips at a young age, he was raised by his uncle, Giovanni, with the knowledge that, eventually, it would be his duty to take over both the family and their more legitimate businesses.
