The National Vocational Qualifications (NVQ) Framework in Sri Lanka is a seven-level qualification framework introduced in 2005. It is a unified qualification framework based on National Competency Standards identified by industry stakeholders.
The framework offers certificates through Competency Based Training (CBT) courses and Recognition of Prior Learning (RPL).
The NVQ levels range from 1 to 7, with levels 1 to 4 being Certificate Level courses. Students can obtain an NVQ certificate by completing the required competency units at each level or through RPL by proving their competencies with adequate evidence.

The National Vocational Qualifications (NVQ) Framework in Sri Lanka consists of seven levels. Here are the different levels of NVQ in Sri Lanka:
- Level 1 : National Certificate, recognizes the acquisition of a core of entry-level competencies.
- Level 2, 3, and 4 : National Certificate, recognizes increasing levels of competencies. Level 4 qualification provides for full national craftsmanship.
- Level 5 and 6 : Diploma level courses, leading to the National Diploma and Higher National Diploma certificates.
- Level 7 : Degree level.
The NVQ framework is designed to recognize and certify the competencies of individuals in various vocations and professions, offering certificates through Competency Based Training (CBT) courses and Recognition of Prior Learning (RPL).
The National Competency Standards (NCS) in Sri Lanka are an essential element for the implementation of a unified training system and form the basis for the National Vocational Qualifications Framework of Sri Lanka. They are developed in consultation with industry stakeholders and specify the standards of performance of a competent worker. The NCS focus on outcomes and the application of knowledge and skills, rather than just the specification of knowledge and skills. They provide explicit advice to assessors and employers regarding the knowledge, skills, and attitudes to be demonstrated by candidates seeking formal recognition.
The NCS serve several purposes, including:
- Providing advice to curriculum developers about the knowledge, skills, and attitudes to be included in the curriculum.
- Describing the knowledge, skills, and attitudes required in a particular occupation.
- Focusing on the expectations from a worker in the workplace rather than the workplace environment.
The NCS are developed in collaboration with the Sri Lanka Standards Institution and Employment Sector Councils representing employers. They form the foundation for the implementation of the Technical and Vocational Education and Training (TVET) system in Sri Lanka and ensure that all skills, regardless of where or how they are acquired, can be assessed and recognized.
To obtain an NVQ certificate in Sri Lanka, individuals can follow a NVQ-based training program at te NVQ certificates. There are two methods to obtain the National Vocational Qualification (NVQ) certificate:
1. Recognition of Prior Learning (RPL) : Candidates can prove their competencies with adequate evidence and, if successful, are eligible to receive an NVQ certificate through RPL.
2. Completion of NVQ Qualification : At the completion of each level of the NVQ qualification, candidates become eligible to receive the NVQ certificate at the applicable level.
The NVQ system is nationally and internationally recognized, and the Vocational Training Authority (VTA) under the Ministry of Science, Technology, Research, Skills Development & Vocational Training and Kandyan Heritage is actively involved in implementing the NVQ system successfully.
Additionally, some institutions, such as the Ocean University of Sri Lanka, offer NVQ courses, and upon completion of the course, individuals are directed to acquire the relevant NVQ Level Certificate from the institution.
