When a percent is less than 1%, the decimal will move two places to the left. It is then written as a fraction based on its place value.
When a percent is greater than 100%, the percent is put over 100 (this will give us an improper fraction). From there, we simplify and reduce it back to a mixed number.
Decimals can be turned into percentages by moving the decimal two places to the right. The percentage sign is then added to the end to finish the problem.
