In 2026 the Nightingale Society Organization would be the most competent organization when it comes to providing services to students at the University of Rizal System Taytay Campus.
Nightingale Society Organization aims to help the nursing students of the University to establish rapport with each other as well as deal with any form of problems regarding their academics in all aspects they can. The organizations want to transform each student to become a competent nursing professional in the future and to have a society that will live life with fidelity to Alma mater.
To allow members to gain personal and professional skills in the area of leadership development and provide service to the broader community. Nightingale Society Organization enhances the skills and ability of each member to become a better individual in our society.

We the students of the University of Rizal System Taytay, have organized and formed ourselves into an organization that shall embody our ideals, promote our general welfare and develop fraternal relationships to foster unity and harmony, to ordain and promulgate this constitution.
Section I. This organization shall be known as the Nightingale Society Organization of University of Rizal System Taytay founded on October 21, 2014.
Section II. The organization shall have its office at the University of Rizal System Taytay Campus.
Section I. Relieve stress and give emphasis on students’ extra-curricular activities.
Section II. Promote the school.
Section III. Build harmonious relationships among students, faculty, and staff.
Section IV. Mold students’ participation and leadership, through various skill competitions.
Section I. All students of URS Taytay from first year to fourth year under Bachelor of Science in Nursing will automatically be a member.
Section II. There shall be a membership fee of twenty-five pesos (25 php) per sem to be collected by the organization.
Section III. All URS-Taytay students under Bachelor of Science in Nursing are eligible for membership in the organization.
Section IV. There should be annual elections for officers. The officer’s terms should begin first semester after the Oath Taking of the duly elected officers with the student affairs coordinators.
Section I. In the case or resignation or incapability of the President, the coordinator for Internal Affairs will automatically be one who will take charge for the remaining term of office.
Section II. In case officers is already active in discharging the duties and responsibilities, he/she may be given a few weeks before the officer/s and adviser submit a petition of his/her removal as an officer of the organization, if required.

Qualification for Candidacy
Candidates to an elective position must be:
Have an academic load of at least 18 units; and
Have no failing grades, dropped, incomplete in any subjects.
The following shall be the powers, duties and responsibilities of the officers and members:
Section I. PRESIDENT
The president oversees meeting and deliberations of the executive board and of the general assembly:
Initiate the implementation of the programs and projects of the organization.
Coordinate with the Nightingale Society Organizations officer regarding programs, projects and activities.
To approve transactions covering the application of expenditure of organization funds before payment of the disbursement is made by the treasurer.
Shall be responsible for electoral and constitutional reforms and amendments.
To enter to contract(s) in behalf of the organization or executive board whenever deemed necessary upon approval of the legislative board or a majority of members of the executive board.
To call special meetings of the executive board whenever deemed necessary.
To represent the organization may be agreed upon required.
Perform such other duties inherent to the position or as may be officially assigned to him by the executive board of the general assembly.
Section II. VICE PRESIDENT FOR INTERNAL AFFAIRS
Oversee the internal affairs of the organization.
Assist the president in initiating and implementing a certain plan or action, activities and other related work on the internal matters approved by the body.
Shall coordinate with the authorities regarding the implementations of Nightingale Society Organizations projects improving intellectual and social dimensions of the students such as Leadership Training Seminar, and Environmental awareness programs.
Shall be responsible for the scholarship programs.
Section III. VICE PRESIDENT FOR EXTERNAL AFFAIRS
Oversee external affairs of the organization.
Assist the president in initiating and implementing a certain plan or action, activities and other related work on the external matters approved by the body.
Section IV. GENERAL SECRETARY
Prepare necessary communications of meeting of the general assembly and meetings of the executive board.
Keep a book of minutes of meetings, resolutions and continuing registry of all members of the organization.
Act as custodian of all records, documents, and minutes of the meeting of written policies, projects and activities of organization.
Perform such other functions as may be assigned to him/her by the president of the organization.
Consolidate reports and other pertinent information from the Deputy General Secretaries.
Section V. DEPUTY SECRETARY
Supports the secretary in preparing minutes, agendas, and other documents for meeting.
In the absence of secretary, the deputy secretary steps in to perform all duties of the secretary, including attending meetings, taking notes, and communicating to members.
Section VI. TREASURER
Collect special fees, contribution as necessity arises which may be approved by the body.
Make sure all the disbursements and payments made by him/her are accomplished by necessary receipts.
Keep records of all receipts and expenditures.
Prepare such financial reports as may be required by the organization’s executive boards and OSDS.
Perform such duties related to his/her position as may be delegated by the president.
Report on the existing funds of the organization during general assembly.
Section VII. AUDITOR
The Auditor General shall examine, inquire into and audit the accounts of all accounting officers and receivers of revenue and all persons entrusted with the assessment of, collection, receipt, custody, issue of payment of public money, or with the receipt, custody, issue, sale, transfer or delivery of any stamps, securities, stores or other State property.
All issues and payments were made in accordance with proper authority and that all payments were property chargeable and are supported by sufficient vouchers or proof of payment.
Section VIII. SOCIAL MEDIA DIRECTOR
Create a comprehensive social media strategy that aligns with the organization’s goals. This includes planning, creating, and scheduling content across various platforms.
Actively engage with followers by responding to comments, messages, and questions. Foster a positive and interactive online community that encourages member involvement.
Ensure that all post and interactions adhere to school’s guidelines and policies, maintaining professionalism and appropriateness in all communications.
Section IX. PUBLIC INFORMATION OFFICER I
Shall be the head and source of all necessary information of the organization.
Shall coordinate with the Deputy Secretaries on matters regarding the dissemination and distribution of information as well as the promotion of the organization’s activities.
Section X. PUBLIC INFORMATION OFFICER II
Assist the primary PIO in managing the organization’s public relations efforts.
Help in spreading important information to members, students, and other stakeholders through various channels such as social media and bulletin boards.
Section XI. REPRESENTATIVES
Act as a liaison between the students and the academic leaders and the Students' Association.
Represent their class at student councils and forums.
Section I. The adviser shall be a faculty member of the College of Nursing of URS- Taytay.
Section II. The adviser shall be recommended by the officers and members of the Nightingale Society Organization to be appointed by the director of the Student Development Services (OSDS) and to be approved by the Campus Dean or Chancellor of URS Cluster II.
Section III. The adviser shall attend with the club activities and perform other related activities that affect his/her function.
Section I. The body shall have assembly to be held at least once a year deemed as necessary in preparations of the forthcoming activities.
Section II. Meetings of the Nightingale Society Organizations executive board shall be held at least twice a month or if necessary.
Section III. Regular meetings of executive and legislative board shall be held monthly, if necessary, in preparation of an activity.
Section IV. Quorum must be observed during the meeting. In the absence of a quorum the meeting may proceed without approval and ratification.
Section I. The URS Taytay Nightingale Society Organizations shall have the following annual activities:

Section II. Funds shall be used for the implementation of programs and projects of the organization and school administration.
Section I. Proposal for the amendments to the constitution and By-Laws may be made by the executive board or upon formal petition of the majority of the Legislative Board.
Section II. Proposal shall be considered an amendment and become a part of this constitution the majority votes of the Legislative board duly satisfied by two- thirds of the members.
Section I. There shall be a commission on election of the chairman, vice chairman, secretary and four (4) commissioners coming from different year levels.
Section II. The vice chairman, secretary and the commissioners shall be naturally born citizen of the Philippines.
Section III. The outgoing adviser and the chair of the student development committee of the college of nursing with the consent of the consultant shall appoint the COMELEC Chairman who must have previous electoral duties. The appointment shall be for one (1) school year is irrevocable.
Section IV. The members of the commission of election shall be composed of students who shall be recommended by the chair of the student’s affairs office of the college, the club adviser and/or consultant.
Section V. All students enrolled at the time of the election shall cast his/her vote by presenting any official ID (school/library card) or registration card for identification purposes only
Section VI. All Bonafide students may file their candidacy before commission on election as scheduled.
Section VII. Campaign shall start after the last day of filling of candidacy. Campaign shall exceed ten (10) days. No campaign is allowed at the Meeting de Avance. Any candidate caught violating this provision shall be disqualified from running.
Section VIII. The first organizational meeting will be called upon the Adviser of the organization and will take the second week immediately proclamation of elected officers.
Section I. The official logo of the organization shall be adopted and recognized as the sole and primary symbol representing the Nightingale Society Organization.
Section II. The logo shall symbolize the ideals of nursing as inspired by the legacy of Florence Nightingale, the mother of Nursing and the main symbol of the Nightingale Society Organization.
Section III. The use of the organizational logo shall be limited to official documents, publications, activities, and events duly sanctioned by the organization. Unauthorized reproduction or alteration is strictly prohibited.
Section IV. Any proposal for revision, redesign, or enhancement of the logo must be formally presented to the Executive Board and to the NSO Adviser and shall require the approval of the majority of the officers.
Section I. This Constitution and By-Laws shall take effect immediately upon its ratification by majority vote by the general assembly in the plebiscite held for the purpose. The foreign proposed Constitution and By-Laws of the Nightingale Society Organizations of the University of Rizal System Taytay was presented the Nightingale Society Organizations Legislative Board on the 20th, in the year of our Lord and accordingly signed on the 7th day of September in the year of our Lord at the Campus Library, University of Rizal System Taytay. In the Province of Rizal by the Committee members whose signatures are hereunder affixed.
