What are the main provisions of Prop 50?
If Texas and other Republican held states change their district boundaries to elect more Republicans to Congress in next year’s elections, in order to make fair on a national level, California will also change their boundaries to elect more Democrats in next year’s elections, to prevent the Republicans from rigging the system to keep them in power.
It affirms California’s commitment to national redistricting reform – retaining California’s Citizen Redistricting Commission for the regular redistricting after the 2030 census and declaring it state policy to support the use of fair, nonpartisan redistricting commissions nationwide.
It keeps California’s current commission drawn maps if Texas and other states retain their current maps.
What’s the timeline and process?
Voters decide on November 4 (special election).
If passed, emergency maps apply for 2026, 2028, and 2030 elections.
What district is Solano County In?
As currently proposed, all of Solano County would be in John Garamendi's district (D8), along with the northwestern corner of Contra Costa (Rodeo to Richmond), the Delta portion of Sacramento County, western San Joaquin County to the western edge of Lodi, and Yolo County south of I-80, including south Davis, El Macero, Clarksburg, and Courtland, although not West Sacramento. Why is this considered an emergency act?
Donald Trump and Texas Republicans are making an unprecedented power grab to steal congressional seats and rig the 2026 election before voting even begins.
Other Republican states are following suit. They want to steal enough seats to control Congress regardless of how the people vote.

The Election Rigging Response Act would:
Level the playing field, ensuring the 2026 mid‑term elections are conducted on a level playing field without an unfair advantage for Republicans.
Give voters the power to approve emergency congressional maps by special election.
Be fair and proportional—maps counter Republican gerrymandering like Texas as they move forward with their power grab.
Be temporary, with maps expiring in 2030, while reaffirming the California Citizens Redistricting Commission’s authority post‑2030 census.
