In 2008, Iowa lawmakers passed legislation to protect most Iowans from secondhand smoke. The Smokefree Air Act prohibits smoking in almost all public places and enclosed areas within places of employment, as well as some outdoor areas.
The law applies to: restaurants, bars, outdoor entertainment events, and amphitheaters. It also covers places of employment such as office buildings, health care facilities, and child care facilities.

Submit a complaint about a business for alleged violation(s) of the Iowa Smokefree Air Act. You are not required to include your name or contact information, but Iowa HHS strongly suggests that you include your name and contact information with a complaint. Although it is possible to submit a complaint anonymously, this may slow down the department's ability to immediately address the alleged violation because further investigation may be necessary.
Local law enforcement may investigate complaints about alleged violations of the Smokefree Air Act. The Division of Tobacco Use Prevention & Control may notify the proprietor of the public place or place of employment or coordinate a site visit after receipt of a complaint.
The Iowa Smokefree Air Act does not apply to Electronic Smoking Devices (e-cigs, vape, Juul, etc...). The use of these products MAY be prohibited by a business or property owner if they adopt such a policy.
Smoking is prohibited in the outdoor seating and/ or serving area of a restaurant. A restaurant is an establishment that prepares food. (Usually they will have a kitchen, a fryer or grill, etc. The difference is between, for example, making a pizza or just warming one up). Outdoor seating and/ or serving areas must be marked as non-smoking when you enter the area.

Objective: Behavioural interventions, such as smoke-free signage, are used to support air quality in public outdoor spaces that are not protected by a smoke-free policy, such as states with preemptive clause legislation. However, there is little evidence of the effectiveness of these interventions. This paper is an evaluation of whether smoke-free signage posted in public parks altered smoking behaviours of park patrons.
Methods: A time-series quasi-experimental design was used. Cigarette butts were collected at the same day and time every week in ten amenities within four parks in 2011. Each park completed a baseline period until a stable trend emerged at six weeks, then received smoke-free signage for the six week intervention period. There were 1684 cigarette butts collected during baseline and 1008 collected during the intervention phase.
Findings: Wilcoxon signed-rank test demonstrated that smoking at seven out of ten amenities decreased and the overall decrease was significant at p=0.028. Individual parks and amenities grouped by type did not experience a statistically significant change. A neighbourhood median income trend was visually discovered, revealing that as income increased, there was a greater decrease in cigarette butts.
Conclusions: This study provides evidence on the impact of smoke-free signage not supported by local ordinance in public parks using a reproducible measure. States, especially those with a preemptive clause legislation, may benefit from incorporating smoke-free signage in public areas to protect community members from exposure to tobacco smoke, reduce littering, and denormalise smoking.

The San Pablo City Council passed Ordinance 2020-03 to prohibit smoking in multi-unit rental housing in an effort to protect the public health, safety and welfare against the health hazards and harmful effects of the use of addictive tobacco and other smoking products.
Smoking includes, but is not limited to, tobacco smoke (nicotine products including cigarettes, cigars, little cigars, etc.), electronic smoking device vapors, cannabis smoke, and smoke from any illegal substance.
Under the order, defendants are now required to display signs in retail stores featuring corrective statements about the health effects and addictiveness of smoking. The order applies to defendants Altria, Philip Morris USA Inc. (PM USA) and R.J. Reynolds Tobacco Company (RJRT) as well as to four cigarette brands owned by ITG Brands LLC (ITG).
The order will go into effect on July 1, 2023 and gives defendants three months to post the required corrective statements. Retailers will display the signs for 21 months thereafter. The corrective statements will be in both English and Spanish, with the latter required in geographic areas with significant Spanish-speaking populations. Independent auditors will periodically evaluate compliance with the order, and a tip line will be established so that the public may report incidents where they believe the statements are not being displayed properly or at all. The order further implements certain measures designed to discourage noncompliance, including specific consequences for retailers who fail to properly display the corrective statements after warnings and opportunities to cure.
The Smoke Free Air Act (SFAA) prohibits smoking and the use of electronic cigarettes (vaping) in most workplaces and public spaces. This applies to any substance, including cannabis, and includes areas near hospital entrances, in parks, beaches and pedestrian plazas. The SFAA also prohibits the use of smokeless tobacco at sports arenas and recreational areas that issue tickets.

Owners of residential buildings with three or more units are also required to create a policy on smoking and share it with current and future tenants.
