Staff Recommendations:Â
FEMA survey, Sanborn map and newspaper research indicates the existing building was likely constructed between 1925 and 1929, just outside the period of significance for the local historic district (1805-1924). As such, the building is considered to be Non-Contributing rated. The applicant has noted the overall condition of the previous roof was deteriorated and some of the tiles were so damaged they began to fail, causing safety concerns. The applicant removed the tile roof without a CofA and replaced it with new architectural grade asphalt/fiberglass roof shingles in a brown/red color to mimic the previous tiles. Based on street view images and photographs provided by the applicant, the previous roof did appear to have several areas of missing or deteriorated tiles as well as areas that had been visibly repaired previously. However, based on the condition of the tiles and the limited overall area of tile roofing, repair and limited replacement may have been a more appropriate option at that time. The HDLC Guidelines note that tile roofs can typically last over 100 years with proper maintenance, however, localized failures may occur as fasteners and other accessories do not have the same lifespan. If over 20% of the tiles on a roof slope are damaged or missing, replacement of the roofing may be warranted. The Guidelines also note that replacement with red asphalt shingles is prohibited as a replacement for these types of tile roof. However, the red/brown colored shingles installed are a quality architectural-grade roof shingle and the hue is muted and should continue to weather and fade with time. Based on this, Staff has no recommendation and leaves the request for retention to the discretion of the Commission.

05/25/23: Application for retention submitted.
05/10/23: HDLC completes site inspection and verifies tile roof was removed and replaced with asphalt shingles and cites property for working without a CofA.
05/08/23: Outside complaint submitted that property removed existing terra cotta roof tiles and installed new architectural grade asphalt/fiberglass roof shingles without a Certificate of Appropriateness.
