Description: Demolition of more than 50% of the roof and more than 25% of the primary facade of an existing non-contributing one-story, single-family residential building for a renovation and full second-floor addition.
HDLC Guidelines:
Section 12, Pages 23-24 of the Guidelines for New Construction, Additions and Demolition, state that the demolition of all or portions of historic resources within a local Historic District or Landmark site are considered drastic actions since they alter the character of the area. Once historic resources or buildings that contribute to the heritage of the community are destroyed, it is generally impossible to reproduce their design, texture, materials, details and their special character and interest in the neighborhood. As a result, the HDLC rarely considers the demolition of Significant or Contributing buildings or structures within a local Historic District or on a Landmark site to be an appropriate option.
Staff Recommendations:
FEMA survey and Sanborn map research indicates the current residential building was constructed sometime between 1970 and 1980, outside the period of significance for the local historic district. The applicant is proposing to structurally remove 100% of the existing roof and approximately 36.2% of the façade to renovate the building and to construct a new full second-floor addition. Based on the age of the building, it's non-contributing rating, and because the existing roof and façade structure are not considered to be historic materials, Staff has no objection to the partial demolition application.
