Why is Nero drawn in the presence of cameras?

Drawings and other portrayals of Nero seem to appear in locations with hidden (and sometimes visible) cameras in them. 

Some people speculate that Nero is a symbol of the global government’s surveillance, and that a drawing of Nero means that someone- or something- is watching and monitoring the area.
