While the temperatures have dropped, the pace of the school year certainly hasn't. Your dedication to maintaining momentum through these long winter months is clear. We know that your professional "to-do" lists are more demanding than ever. We have been in consistent dialogue with the Central Office and the Board of Education to ensure they recognize the volume of responsibilities you manage daily. We have asked them to be mindful of their decision-making in the year ahead so you can remain focused on your students and your craft.
As the BOE deliberates on the fiscal year ahead, we will continue to insist that the classroom remains the priority. We are committed to protecting our staff and ensuring that those who do the essential work at RPS are not the ones bearing the burden of budget constraints.

The Family and Medical Leave Act (FMLA) is a critical piece of legislation passed in order to allow employees to have access to guaranteed time off for personal and family medical reasons, birth and adoption of a child, and other pressing reasons. This workshop will give participants an overview of the rights granted under the law and additional information about how FMLA interacts with contract language and district leave policies.

New Federal Law: the PUMP Act
Passed in the spring of 2023 as a part of the Fiscal Year 2023 Omnibus Spending Bill, the PUMP Act expanded rights to nursing mothers to have the time and space needed to pump breastmilk at work. While this new law may only be relevant to a small portion of our membership, this law represents a major change to how the law extends rights to educators. RPS Budget Progress
Proposed 4.8% Increase
Expanding Programs: Continuing the district's long-term plan to grow key initiatives like Elementary World Language and Special Education.
Middle School Wellness: Prioritizing social-emotional wellness and instructional support at the middle school level.
Specialized Support: Strengthening English Language Learners (ELL), the Arts, and Related Services through new leadership roles.
Targeted Learning: Implementing a district-wide Academic and Intellectually Gifted (AIG) program.
Reductions & Repurposed Funding
Operational Savings: Significant reductions were found in energy costs (electricity down 21.93%; oil/gas down 10.13%) and technical equipment.
Staffing Efficiency: Several roles were repurposed to meet shifting needs, including middle school technology and FCS positions, as well as a 6-12 VPA Department Chair role.
High School Adjustments: A reduction of 0.55 FTE at RHS based on current enrollment trends.
Professional Services: A $140,000 reduction in Special Education professional services and materials.
New Additions & Staffing Increases - net increase of 8.02 FTEs district-wide:
Classroom & Special Education Support:
1.0 Elementary Teacher and 2.0 Elementary Special Education Teachers.
1.0 Middle School Special Education Supervisor and 0.50 MS Special Education Teacher.

As we approach the winter break, we hope this vacation week brings you the peace, joy, and happiness you deserve. This has been a year of incredible milestones but our greatest pride remains the work you do every day. Whether you are helping a student thrive in the classroom or leading extracurriculars like robotics, student government, and art shows, your dedication creates a vibrant experience for every RPS student. We want to say a heartfelt thank you for the heart and soul you pour into this profession.
While much of our advocacy happens behind the scenes, we are consistently listening to you and ensuring your voice is heard by leadership. We know that the current workload—from managing AI integration and MTSS to the emotional labor of supporting student wellness and complex IEP/504 plans—is immense. We have been clear in our reports to the Board: teachers want to do it all, but your capacity must be a central part of the conversation. We are advocating for a district culture where "Thrive Together" applies to the wellness of our staff just as much as our students.
Looking ahead, we are excited to visit each of our buildings in the new year to connect with you directly about your concerns and viewpoints. Our goal is to represent you in the best way possible and support you in any way we can. We are so proud to serve the students of RPS alongside such a talented and resilient group of educators.

Legislative
Big shifts are coming to student loans. The U.S. Department of Education is removing the “partial financial hardship” requirement for Income-Based Repayment, opening IBR to far more educators in January. If you’re pursuing Public Service Loan Forgiveness, now is the time to review your filing status and prepare to switch into IBR, especially if you’ve been stuck in SAVE forbearance.
Critical deadline: Any new federal loans taken after June 30, 2026 will make all your loans ineligible for IBR and PSLF, forcing you into the new RAP plan or Standard repayment. Parent PLUS borrowers must consolidate and make one ICR payment before June 30, 2026, to preserve forgiveness options.
In election news, a record 57 CEA members were elected to public office across more than 40 towns--an unprecedented show of educator leadership. Programs like See Educators Run helped prepare candidates, and educators will now serve on boards of education, finance, planning and zoning, and more.

As we welcome November, we want to share a heartfelt message of gratitude.
We are deeply thankful for the essential work you do every day: lifting up our students, supporting one another, and keeping our schools grounded in care and community. The time you give, the patience you show, and the quiet, everyday acts of kindness you offer truly make a difference in our students’ lives.
We also recognize that this work can be challenging. Please know that we are here for you, advocating on your behalf and listening closely to your experiences. In our recent message to the BOE, we highlighted the strength of your collaboration and the commitment you bring to your roles. The BOE acknowledged the realities of varied spaces and uneven student populations, and recognized that even when class sizes fall within contract guidelines, larger groups can make it harder to connect with students in the ways you strive to. We look forward to continuing this important conversation in the months ahead.
Your voice matters, and we hope you’ll stay engaged in the opportunities to connect with us and with one another. Keep an eye out for our Legislative Listening Sessions in January, upcoming Special Services/Special Education meetings with Liz Hannaway, and future social gatherings. We are grateful to Ashley Brooksbank, Matthew Goetz, and Christine Parson for helping host these important spaces for dialogue and community.

Legislative
Our 2025 Legislative Priorities are clear: We’re fighting for salary enhancements that bring teacher pay in line with other highly educated professionals; fairness in the workplace through a "just-cause standard"; expanded educator diversity scholarships; and reduced costs for aspiring educators, including eliminating edTPA fees.
To strengthen school communities, we’re pushing to cap special education and EL caseloads, incentivize smaller class sizes, and secure sustained funding for safe school buildings and HVAC upgrades.
We’re advancing municipal accountability with proposals to shift the Minimum Budget Requirement to a Minimum Expenditure Requirement, ensure direct ECS payments to districts, and cap unchecked municipal funds.
On retirement, we continue to demand COLA reforms, a doubled TRB disability health subsidy, expanded TRB voting rights, and full funding to stabilize the Teachers’ Retirement Fund.
Get involved: We’ll be providing testimony opportunities and releasing dates soon for regional legislative listening sessions.
Labor Update: Starbucks workers have voted to strike starting November 13 over unfair labor practices. They’re asking the public to avoid all Starbucks locations until a fair contract is reached.
Legal Victory for Students: Attorney General William Tong secured two major federal court wins blocking cuts to Connecticut’s K–12 mental health and sexual health education programs. Over $3 million for school mental health staffing in Hartford, New Britain, Vernon, and Waterbury is now protected. More than $1.6 million in PREP funding—serving 800–1,200 at-risk youth annually—remains intact.
As CEA President Kate Dias said, “These are wins for every child’s right to learn, grow, and thrive in a safe, supportive environment.”
As AG Tong reminds us: “We’re suing, we’re winning, and we’re going to keep fighting to protect our families and our schools.”

Happy October!
As the school year is fully underway and we’ve settled into the rhythm of the fall semester, the Executive Council and I would like to reaffirm our core focus: you and your everyday experiences. We are committed to continuing essential communication with our Central Office staff to ensure that every building has the supportive, positive climate and culture you need to thrive. Our focus is on teacher retention and ensuring that we advocate for the needs of all our educators, whether you are a new professional or an experienced veteran.
We are especially excited to announce our new committee for Special Service providers and special education teachers. We look forward to having opening conversations with our educators to understand and effectively share the unique needs with Central Office staff.
The union's strength comes directly from your feedback. We need you and your voices to help make meaningful change and provide the support you deserve in your daily work. We will be coming to your schools for visits throughout the next month and look forward to hearing directly from you.

We’re scheduling listening sessions with our elected representatives to ensure educators’ voices are heard before and after the upcoming legislative session in Hartford. Your legislative representative is currently coordinating with the CEA Political Engagement Coordinator to finalize dates, which we’ll share as soon as they’re confirmed with the officials’ offices.
Please make it a point to attend these online meetings. Our stories must shape the narrative of public education.

Now that we’re settling into our school routines, I want to remind you that your union is here for you. We know how many hats you wear in a single day—as teachers, mentors, colleagues, and so much more. Our goal is to support you, advocate for you, and help make sure you have the best working environment possible.
One of the best ways to stay connected is by joining your building’s Ten Minute Meetings. They’re a quick but meaningful chance to hear the latest updates, connect with your building reps, and share any questions or concerns. These conversations help us keep the lines of communication open—not just within our buildings, but also in our direct work with the central office.

Legislative
As we move into the fall, much of our union’s energy is focused on the upcoming municipal elections and laying the groundwork for the next legislative session. These local races are critical because they determine the decision-makers who will shape education funding, municipal budgets, and community priorities. We encourage all members to stay engaged in their local political landscape and exercise their right to vote.
At the state level, the Legislative Commission is in the final stages of preparing our 2026 Legislative Agenda, which will be officially adopted by the Board of Directors in mid-October. Once finalized, we will have a clear roadmap for the initiatives we will be advocating for in the new year. In the meantime, our 2025 priorities continue to guide our efforts, and it’s important to recognize the progress and challenges that remain.
2025 Legislative Priorities: A Recap
This past year, our agenda centered on four key areas:
Teacher Recruitment and Retention. We pressed for salary enhancements—including higher starting salaries and tiered adjustments across the scale—to ensure educators are compensated comparably to professionals with similar training. We also advanced fairness in the workplace, calling for a “just cause” standard of discipline for teachers. Additional efforts focused on expanding diversity scholarships for future educators and reducing financial barriers for aspiring teachers by lowering certification costs and eliminating edTPA fees.
Successful School Communities. We called for reduced caseloads in both special education and English learner services, smaller class sizes, and sustained funding for safe and healthy schools through HVAC repairs and indoor air quality standards.
Municipal Accountability. We proposed shifting from a minimum budget requirement (MBR) to a minimum expenditure requirement, ensuring funds are directly spent on education. We also advocated for ECS (Education Cost Sharing) payments to flow directly to school districts rather than through municipalities, and for caps on unallocated municipal funds.
Retirement Equity and Pension Security. Our priorities included updating cost-of-living adjustment statutes, increasing disability health subsidies, reforming Teachers’ Retirement Board elections, and maintaining full funding of annual contributions to reduce the unfunded liability.
These priorities will inform the foundation of our 2026 agenda, which we will roll out in October.
Looking forward, several important dates will shape our advocacy:
February 4, 2026 – Opening Day of the Legislative Session
February–March 2026 – Committee Public Hearings
Legislative Breakfast – February (final date forthcoming)
Lobby Day – Early April (exact date to be announced)
May 6, 2026 – Final Day of Legislative Session
Members should also be on the lookout for opportunities to participate in these events and amplify our collective voice at the Capitol.
Opportunities for Engagement
On Tuesday, September 30, at 5:00 p.m., CEA will host its Virtual Fall County Forum. This is an excellent opportunity to hear directly from President Kate Dias, participate in county-level discussions, and elect representatives to the CEA PAC and other positions. Register now to ensure your voice is heard in shaping our union’s priorities. We will share out information learned at the forum in the next newsletter!
Additionally, the Connecticut State Department of Education (CSDE), in partnership with WestEd, is inviting special education teachers to share their perspectives through a new statewide survey. This initiative is designed to strengthen supports and improve outcomes for students with disabilities. The survey, which is anonymous and available in both English and Spanish, takes only 5–10 minutes to complete. Your feedback will directly inform recommendations to the Commissioner of Education. New Federal Law: the PUMP Act
Passed in the spring of 2023 as a part of the Fiscal Year 2023 Omnibus Spending Bill, the PUMP Act expanded rights to nursing mothers to have the time and space needed to pump breastmilk at work. While this new law may only be relevant to a small portion of our membership, this law represents a major change to how the law extends rights to educators. As we move into March, we’re hoping the old saying “in like a lion, out like a lamb” holds true and that some sunny spring skies are ahead. Budget season is well underway, and the Board of Selectmen recently issued a non-binding recommendation of 3.45%, which is approximately $1.3 million below the superintendent’s proposed budget. As a result, the Board of Education and the superintendent will be presenting a revised budget that fits within the BOS parameters. Throughout these conversations, our BOE has expressed support for teachers and continues to recognize that educators are on the front lines of the work happening in our schools each day. Over the coming weeks, we hope many of you will consider attending BOE meetings. Your presence helps remind decision-makers that we are listening closely as they discuss choices that impact our classrooms and our daily work. We must continue advocating to protect our teachers and our classrooms, especially when we know how full our plates already are. Thank you for everything you do each day for our students and for one another. Please remember that we are here to support you—we are stronger together.

The Family and Medical Leave Act (FMLA) is a critical piece of legislation passed in order to allow employees to have access to guaranteed time off for personal and family medical reasons, birth and adoption of a child, and other pressing reasons. This workshop will give participants an overview of the rights granted under the law and additional information about how FMLA interacts with contract language and district leave policies.

Legislative
Our recent listening session with our elected representatives was a success. Members shared their valuable perspectives on the state of education and highlighted the most pressing issues affecting teaching and learning, especially what’s happening in classrooms with students and teachers. Several representatives seemed receptive to our shared experiences, and we look forward to scheduling another meeting with them after the legislative session concludes.
One of the key conversations at the session centered on CEA’s legislative position on phones in schools. The Connecticut Education Association (CEA)--along with some educators and parents across the state--is advocating for statewide phone-free schools legislation, with a goal of ensuring “bell-to-bell” phone-free learning environments that reduce digital distractions and support student engagement and mental health. This effort is part of a broader coalition called Phone-Free CT and is a prominent priority for this legislative session.
A representative also shared perspectives on this issue. While there are some members who disagree with CEA’s position, the official position of CEA strongly encourages policies that keep classrooms focused on learning rather than electronic distractions.
More broadly, CEA’s 2026 legislative priorities include efforts to:
Advance fairness and protections for educators and recruit and retain teachers.
Improve school communities with safe, healthy environments and equitable resources.
Ensure municipal accountability and transparent education funding.
Strengthen pension security and retirement support for educators.
Empower members to take action with tools like contacting legislators, attending legislative events, and supporting public education.
These priorities reflect CEA’s ongoing work to uplift educators, address teacher shortages, and support student success across Connecticut public schools.

RPS Budget Progress
Proposed 4.8% Increase
Expanding Programs: Continuing the district's long-term plan to grow key initiatives like Elementary World Language and Special Education.
Middle School Wellness: Prioritizing social-emotional wellness and instructional support at the middle school level.
Specialized Support: Strengthening English Language Learners (ELL), the Arts, and Related Services through new leadership roles.
Targeted Learning: Implementing a district-wide Academic and Intellectually Gifted (AIG) program.
Reductions & Repurposed Funding
Operational Savings: Significant reductions were found in energy costs (electricity down 21.93%; oil/gas down 10.13%) and technical equipment.
Staffing Efficiency: Several roles were repurposed to meet shifting needs, including middle school technology and FCS positions, as well as a 6-12 VPA Department Chair role.
High School Adjustments: A reduction of 0.55 FTE at RHS based on current enrollment trends.
Professional Services: A $140,000 reduction in Special Education professional services and materials.
New Additions & Staffing Increases - net increase of 8.02 FTEs district-wide:
Classroom & Special Education Support:
1.0 Elementary Teacher and 2.0 Elementary Special Education Teachers.
1.0 Middle School Special Education Supervisor and 0.50 MS Special Education Teacher.

Subject-Specific Growth:
1.0 Elementary World Language Teacher.

Lead Facilitator Stipends: New roles to support staff across EL, Performing Arts, Visual Arts, and Related Services (OT/PT, SLP, Psychologists, and BCBA).
Nursing: A 1.0 11-month nurse for AHS/RTP.
