A global goal for nature embraced at the highest levels must drive ambition in governments, business and society. It will work alongside the UN Convention on Biological Diversity 's Kunming-Montreal Global Biodiversity Framework, and overarching mission to halt and reverse nature loss. This agreement and a global goal for nature also creates the opportunity for links between biodiversity and other conventions/agreements such as climate, ocean and land degradation.

Human activities are destroying nature at a rate much faster than it can replenish itself. The COVID-19 pandemic is a warning sign that the decline of nature is destabilizing society. A continued loss of nature threatens not only over half the global GDP, but more importantly human lives and wellbeing, with the poorest and most vulnerable hit first and hardest. As the climate crisis is deeply linked to the nature crisis, both need to be addressed simultaneously to drive a swift transition to a nature-positive, carbon-neutral future.

With climate, we have the clear goal of carbon neutrality, articulated in the target of net zero emissions by 2050, with the objective of keeping global warming below 1.5C. A similar time bound goal for nature, ensures that we halt and reverse nature loss at the pace necessary, in support of climate action and the Sustainable Development Goals.

Today at COP27 in Egypt, the Biden-Harris Administration is releasing the Nature-Based Solutions Roadmap, an outline of strategic recommendations to put America on a path that will unlock the full potential of nature-based solutions to address climate change, nature loss, and inequity. This marks the first time the U.S. has developed a strategy to scale up nature-based solutions.

On Earth Day 2022, President Biden issued Executive Order 14072, which recognizes the importance of forests and other nature-based solutions to tackle the climate crisis and strengthen communities and local economies. In the Executive Order, President Biden directed the Council on Environmental Quality, the Office of Science and Technology Policy, and the National Climate Advisor, in consultation with agencies, to identify key opportunities for greater deployment of nature-based solutions across the Federal government. The Roadmap submitted to the National Climate Task Force today calls on expanding the use of nature-based solutions and outlines five strategic areas of focus for the federal government: (1) updating policies, (2) unlocking funding, (3) leading with federal facilities and assets, (4) training the nature-based solutions workforce, and (5) prioritizing research, innovation, knowledge, and adaptive learning that will advance nature-based solutions.

The Biden-Harris Administration also released a companion resource guide with examples of nature-based climate solutions and over 150 resources to spur action. The roadmap recommends that agencies update federal policies and guidance, making it easier to consider and adopt nature-based solutions. Major areas for advancement include policies and guidance for federal planning, permitting, cost-sharing, risk management, and benefit cost analysis. Aligned Administration actions include:

Federal funding for domestic and international projects can provide a strong lever to increase deployment of nature-based solutions. The roadmap recommends that Federal agencies do more to prioritize nature-based solutions in funding decisions; increase and ease access to this funding; and catalyze private investment. The roadmap recommends that federal agencies expand their use of nature-based solutions in the design, retrofitting, and management of federal facilities and embed these solutions in management of natural assets through improved planning, co-management, and co-stewardship. We need a diverse, equitable workforce skilled in building nature-based solutions. To reach this goal, the roadmap recommends that agencies expand educational and workforce training offerings related to nature-based solutions to support good jobs in federal agencies and the private sector. The roadmap recommends that federal agencies advance research and innovation in all sectors to fully reveal the scale of the opportunity that nature-based solutions provide, and incentivize continual learning about how and where nature-based solutions work best. DRIVING GLOBAL ACTION

President Biden is committed to unlocking the full potential of nature-based solutions for achieving climate goals and combatting nature loss, especially for communities that are disproportionately impacted by climate change and environmental injustices. By announcing this roadmap and actions at the UNFCCC COP27, we recognize the need for global action to confront these triple crises and look forward to announcing additional actions during the upcoming Convention on Biological Diversity COP15. We invite partners, communities, and other nations to join the Biden-Harris Administration in taking aggressive action to advance nature-based solutions as powerful tools that the world needs now.

In Fall of 2022 the Mapping the Soundscape Scholars class began to create an evolving sound archive. Every week hours of recordings were gathered from various locations within Binghamton University's 182 acre nature preserve.

Meanwhile, long-running environmental injustices, such as the concentration of toxic air pollution and water pollution near communities of color, have been exacerbated by the ongoing coronavirus pandemic, with Black, Indigenous, and Latino communities experiencing higher virus-related hospitalization and death rates than white communities.3 Further, in many parts of the country, the coronavirus pandemic has exposed an uneven and inequitable distribution of nearby outdoor spaces for recreation, respite, and enjoyment. Particularly in communities of color and low-income communities, families have too few safe, close-to-home parks and coastlines where they are able to get outside.4 At this time of social distancing, when clean, fresh air is most wanted and needed, nature is out of reach for too many.

In evaluating the data discussed in the next section, it is important to recognize that people of color have long experienced unequal access to nature. The United States must not perpetuate existing inequities, which have a real cost in terms of the health and economic well-being of these communities.

Beyond national disparities in the distribution of nature across racial and economic groups, the data reveal concerning state-level disparities. At the outset, it is worth noting that in all states but New Mexico and the District of Columbia, census tracts classified as white had the lowest nature deprivation of any racial and ethnic groups. (see Figure 3 and the Appendix)

In contrast, in 26 states, Black communities experienced the highest levels of nature deprivation. In 16 states, Asian communities experienced the most nature deprivation. Hispanic and Latino people experienced the most nature deprivation out of all racial and ethnic groups in eight states. Natural area loss is particularly acute for Hispanic and Latino communities along the U.S.-Mexico border in South Texas, around El Paso, Texas, and in other border communities in New Mexico and Arizona.

Evaluating state-level data by income shows that, in almost two-thirds of states, low-income residents were most likely to live in nature-deprived areas, while in 16 states, the highest income earners were the least likely to live in nature-deprived areas. (see Figure 4)

No age group needs nature more than children. Studies consistently find that children who spend time outdoors in natural environments experience improved health and cognitive functions, strong motor coordination, reduced stress, and enhanced social skills.31 Students who spend more time in the outdoors, including students from low-income backgrounds, tend to perform better on standardized tests, demonstrate more enthusiasm toward school, and have fewer attendance problems.32 According to one study, simply having more tree cover in a neighborhood could account for as much as 13 percent of variance in student outcomes; the study found the positive effect to be strongest in schools that faced the most external socioeconomic challenges.33

For low-income families with children and families of color with children, the disparities in nature access are even more acute. (see Figure 6) Three-fourths of census tracts with large numbers of families of color with children live in nature-deprived places, while less than 40 percent of white families with children do. Black and Latino or Hispanic families with children were the most nature deprived of any race or ethnicity examined.

An oil and gas boom in the United States over the past two decades has fueled a rapid expansion in a network of pipelines, well pads, roads, and other infrastructure that is fragmenting natural areas and wildlife habitat. This energy boom has pushed fossil fuel infrastructure closer and closer to schools and neighborhoods, contributing to greater air and water pollution, spills and industrial accidents, and the loss of nearby nature.

The data generated by CSP confirm that, along with urban sprawl, energy development is a top driver of natural area loss in the United States, causing the loss of at least 6 million acres of natural area from 2001 to 2017. In certain regions of the country, this explosion of energy infrastructure has had a disproportionate impact on nature access for some nonwhite and low-income communities.35 17dc91bb1f
