Developers from third world countries and less fortunate regions face numerous challenges in today's world. While the future prospects for programmers and developers are bright, the present circumstances can be quite dire for those coming from poorer backgrounds.

the main problem can be summarized with lack of resources, things taken for granted or easily accessible resource could be a huge obstacle for the developer to overcome.
Resource 1 A good Computer
one such problem is a computer that's personal and that can be utilized to develop a game, this is obstacle is clearly being less and less relevant as modern computers can relatively develop a nice looking game coming from the fact the computer capability mainly effects graphical feudality of the game.
Today a fairly capable laptop with integrated intel graphics can be acquired for around 210 dollars "second hand" this was unheard of just few years ago, its enough to kickstart a developers career or hobby.
As most developers mostly already kind of sidestepped this problem by developing for mobile, however there is the issue of accessing specific mobile platforms because these corporations use their own ecosystems that are still out of financial reach of 3rd world developers.

A lot of software is needed to create any digital creation that's as creative and demanding as games, Thankfully the main resources needed for development are plentiful and many of which are open source or free to use even commercially.
As I highly uphold the copy rights and I am totally for copy rights preservation, this is not a huge concern for most users in the poorer parts of the world as they use illegally obtained software and I am not discussing the ethical and legal challenge this poses here, however this creates a culture and not understanding such copyright implications and use, some developers I met ware not having any regard to these rights.
Copy rights and access to illegal software truly poses a challenge for poorer people as many of whom don't have relevant examples in their lives and they need to educate themselves on this issue and ethically uphold those rights.
This is problem is becoming less problematic with new generations as a lot of content online in most languages is being created by those who already faced those issues.
Resource 3 Access to Information
Not having access to information in the age of information might be a little counter reality to some, however many people don't speak English or a language with huge data online.
Of course day by day people are generating information writing, recording and posting in many different languages and this will naturally continue and reduced with time, so this is a self solving problem and it only needs time.
Resource 4 Access to Education
Education is the world is increasing however it still doesn't cover everybody and it doesn't go further than the basics to most people as the communities in less fortunate places don't have specialization in fields that viewed as irrelevant to the form of life these communities live, the education access is improving as many countries lately offer private institutions that offers this training.
This is also reduced further by some governments policies and programs to increase their game developers pool of talent by providing a small but vital programs to help its population to push them towards this field.
Resource 5 Local Capital And Investments
Capital is cowards and investors In general choose the to oil the working machine that already produces the required outcome, this is totally sound reasoning and none can blame investors for doing so, however when it comes to game development it needs some money even for small projects, which developers don't have.
With this in mind there are small government funds and small community investors who are increasingly willing to invest in these small projects, a lot investment counts on reputation and social connections which are slowly but surely improving in these resource dry environments.
In Conclusion
There are many challenges mainly lack of resources in these 3rd world countries, and they are slowly solving themselves with time and this is proven by the increase of number of game developers coming out of these countries and communities.
