The Clarke County School District has nearly 14,000 students across 23 schools and centers. These children are placed in the care of 2,351 staff, nearly half of whom are teachers. The 2019-20 total annual budget for the district was $164 Million. Although the district spends roughly $14,000 per child, more than the state average of about $10,000, we fall below the state averages in math and reading proficiency as well as overall graduation rates. I do not profess to know how to fix the problems in our district, but I would represent the interests of the families in my district tirelessly to ensure that every dollar spent on our children goes towards their education in the most effective and meaningful way.

School Re-Entry Community Survey, Due June 12, 2020

CCSD has formed a re-entry task force with the intention of formulating a re-entry plan for the Fall 2020 school term. The membership and exact charge of the task-force is not entirely clear to me, although we (parents) did receive an email from the Administrative offices (Dr. Thomas), with some details. I have copied that email below the survey link.


Dear Clarke County School District Community,

This week, Governor Brian Kemp released a set of guidelines to help schools develop reopening plans to ensure a safe and successful 2020-21 school year. The document provides considerations, recommendations, and best practices to determine different instructional models and responses the district can adopt for the continued success and safety of students and staff.

While providing guidance, the governor’s office and the State Department of Education give local school districts the authority and flexibility to make decisions to meet the needs of their community. In order to assess the unique needs of our community, a Reopening Task Force has been established to identify COVID related challenges and potential solutions. The task force is comprised of representatives from each school level and various district departments, such as transportation and operations. Our goal is to develop instructional support plans for various scenarios we might encounter as a result of the pandemic.

To help the task force in its planning, we are soliciting feedback from parents/guardians. Please click here to complete the survey. This survey will be open until June 12, 2020.

We recognize parents/guardians want specific information from the school district to help plan for the needs of their families. Please know that we are working diligently to develop a comprehensive plan that can be applied to different scenarios. Board Meeting Summary-April 9, 2020

April 9, 2020, 6-8 PM

Community comments were read and overwhelmingly supported Dr Means, requested an explanation of this administrative leave status and the specific reasons for the Board’s decision to place him on leave. The other half of public comments discussed the painful and visceral reactions of many members of the community at Greg Davis’ (District 1) use of a racial slur, during the reading of a Langston Hughes poem at a Black History Month celebration at Greater Bethel AME Church. All of the public comments pertaining to this incident called for a public apology, and/or rebuke from the board, and/or resignation.

Agenda items will be greatly summarized. Full meeting videos can be found in the link below: Policies discussed included public comments at board meetings be limited to 3-minutes with a penalty attached for those who exceed this limit. First penalty would be notification of warning from the board, further penalties for repeated offense would be 3 to 6-month prohibition from public comment. BOE Members also introduced the discussion and possible policy adoption of a 3-minute comment rule for board members. The spirit of this rule being to reduce the time of the often lengthy BOE meetings. Both of these policies were returned to the policy committee for further research, discussion, and consideration.

Discussion of the use of the term foreign, in two specific policies related to students in the district who are not native to the United States. The terms immigrant, and international students were discussed as replacements. The intentions for updating are for political correctness, and providing clarity around policies related to foreign exchange students, students on J-1 visas, as well as undocumented students, and their enrollment and withdrawal from CCSD schools. All of the issues discussed were voted to be returned to committees for wordsmithing, further discussion, or editing for clarity.

Approved votes included votes for improvements to the track & fields for both Clarke Central and Cedar Shoals; personnel and contract decisions (all of which were discussed during executive session) were also approved; and approved votes to amend the high school Programs of Study, now that the schools have adopted a block schedule for the upcoming year.

A few other votes included Board support of GSBE resolution to support the changes to teacher retirement systems and undocumented students at the upcoming state legislative sessions.

4/1/20: Governor Kemp Announces School Closure for Remainder of the Year

Wednesday, April 1, 2020, Gov. Brian Kemp announced during a press conference that K-12 public schools will close for in-person classes for the rest of the school year.

"I want to stress that online learning will continue," Kemp said at a press conference. "I want to thank all of the educators and superintendents that have stayed in touch with us through this process to make the best of a tough situation. We will continue to work with them on the path forward."

I recognize how challenging the past weeks have been – the COVID-19 pandemic is forcing all of us to make adjustments every day. We are working on how to address the many issues we face due to Governor Kemp’s mandate to close school through the end of the year.
