My understanding of how multilingual typing works is that it should be possible to switch between any of the languages that the user has selected from the phone's settings WITHOUT having to switch keyboards. That is, regardless of the current keyboard language, it should be possible to type in any of the other languages currently configured on the phone without auto-correct interfering. Even QuickType should recognize words from those other languages and suggest them to help speed things along.

Now I'm running iOS 13.1.2 with all settings appropriately configured for the languages I'd like to use. Under "Language & Region", I have English, French and Spanish. Under "Dictionary", I have all the corresponding dictionaries downloaded. Finally, I have all the relevant keyboards showing up when I press the globe to switch between languages. In spite of all this, my phone's will not accept input from French or Spanish if the current keyboard language is set to English. This happens on both my iPhone and iPad.

6. Start typing! The keyboard looks like a standard QWERTY, but when you type a given letter, its similar IPA symbols show up in the suggestions bar. For example, typing h gives you upside down h, barred h, small-cap h, hooked h, superscript h, and superscript hooked h.

If you add keyboards for other languages, you can type in two languages without having to switch between keyboards. Your keyboard automatically switches between the two languages you use most often. (Not available for all languages.)

If you add a keyboard for a different language, the corresponding language is automatically added to the Preferred Language Order list. You can view this list and add languages directly to it in Settings > General > Language & Region. You can also reorder the list to change how apps and websites display text.

Once a second keyboard that supports your native language is added to iPhone, you will be able to type both in English and your native language, while using Messages, WhatsApp and other Messaging Apps.

This wasn't a problem in iOS 9 or earlier. However, now iOS 10 has added a new feature such that one doesn't have to switch keyboards to type in another language, which causes trouble: now I have both English and French dictionaries and both keyboards, and for example, when I type "critique" in the English keyboard, a word existing in both dictionaries, iOS will then prompt the French suggestions (de, le, la etc.), even though I never mean to switch to French -- I just want to normally type "critique" as an English word, but of course iOS can't detect my intention.

I gave a try to Smart Keyboard and it is quite fast to write Pinyin with tone marks. If you have to write A LOT of pinyin tone marks then it is a better choice than Googles keyboards. Unfotunately Smart Keyboard is an old keyboard so I will keep it (but inactive) just in case one day I need to write a lot of pinyin tone marks.
