Over the last two years, the Office of Justice Programs has made substantial investments in programs that support partnerships between justice system officials, health and mental health professionals, and community providers designed to reduce arrests, divert individuals from the justice system and deliver treatment and other support to those in need. We have also continued our long-standing commitment to community reintegration by providing funding for adult and juvenile reentry programs.

The Office of Justice Programs is investing unprecedented, dedicated resources in programs designed to reduce gun crime and community violence. Last September, we awarded $100 million in grant funding under our Community Violence Intervention and Prevention Initiative to support site-based programs, training, technical assistance and research across the country. This is the largest targeted federal investment in these strategies in history.

Public safety and equal justice are twin goals, each reinforcing the other. The Office of Justice Programs has been working across its program offices to advance reforms that promote community safety while promoting racial equity and improving access to justice.

The ambitious Accelerating Justice System Reform initiative is described in the Safer America Plan. At OJP, work is well underway to create an ecosystem of evidence-based prevention, intervention and diversion programs that can build stronger, safer communities while achieving more equitable outcomes. Our commitment is reflected in many of the funding solicitations we have announced for fiscal year 2023.

The Office of International Programs works to access, promote, and disseminate global best practices and technical innovations to ensure a safe and efficient U.S. highway transportation infrastructure. The three main elements of the office include: Multilateral Relations Programs, Bilateral Relations Programs, and the International Visitors Program. Through collaboration with international and domestic partners, the Office of International Programs works to address the Secretary's and FHWA's priorities, including innovation, infrastructure, and safety. The three program elements also work together and cross-pollinate, with developments in one area sometimes leading to opportunities in others. For example, a one-time visit to a particular country for Global Benchmarking may lead to a long-term exchange as part of a Bilateral relationship. A successful Bilateral exchange may lead to a Multilateral research project. Information or developments gleaned during a Multilateral meeting may attract the interest of FHWA subject matter experts and lead to a Global Benchmarking study. In this way, the programs work in complementary ways to address different aspects of FHWA's international efforts, all while focusing on US priorities and the objectives of the Agency.

OPPT manages programs under the Toxic Substances Control Act and the Pollution Prevention Act. Under these laws, EPA evaluates new and existing chemicals and their risks, and finds ways to prevent or reduce pollution before it gets into the environment. We also manage a variety of environmental stewardship programs that encourage companies to reduce and prevent pollution. OPPT implements the Toxic Substances Control Act (TSCA), the Pollution Prevention Act and Section 313 of the Emergency Planning and Community Right-to-Know Act.

OPS is responsible for supporting OCSPP administrative programs, including budget, financial management, human resources, information technology, information management, and correspondence management, and is responsible for providing program support services related to rulemaking, peer review, international and intergovernmental relations, and communications.

The Office for Victims Programs (OVP) houses a number of programs to support victims of crime. The programs include grant funding for victim service agencies, support for local victim compensation and Victim Assistance and Law Enforcement (VALE) programs, victim rights compliance, supporting statewide anti-human trafficking efforts, and supporting statewide responses to sexual assault.

In addition, the FHWA Office of Tribal Transportation manages the Tribal Transportation Program Bridge Program and the Tribal Transportation Program Safety Fund for all federally recognized Tribes. These grant programs are set-asides from the overall Tribal Transportation Program.

The Office for the Advancement of Telehealth (OAT) improves access to quality health care through integrated telehealth services. Our programs support direct services, research, and technical assistance.
