Privacy Policy - MMSKY (मुख्यमंत्री सीखो कमाओ योजना)

MMSKY is designed, developed and maintained by Madhya Pradesh State Electronics Development Corporation Ltd. (MPSeDC) under the Department of Technical Education, Government of Madhya Pradesh.
Under this scheme, the registration of establishments providing training to youth commenced on June 7, 2023, while the registration of youth interested in acquiring skills began shortly thereafter. The application process for youth opened on July 15, 2023; subsequently, starting July 31, 2023, the online signing of agreements between the youth, the establishments, and the State of Madhya Pradesh took place. Training for the youth across various establishments began on August 1, 2023. Following one month of training—specifically from September 1, 2023—the State Government commenced the disbursement of stipends to the youth. All the aforementioned procedures are conducted online through the scheme's dedicated portal. This revolutionary scheme aims to empower the youth to become self-reliant.

Data Collection
Personal Information
When you register and use the MMSKY application, we collect the following personal information:
- Full name
- Mobile number
- MMSKY portal User ID
- Establishment and OJT location details
### Biometric / Face Data
The MMSKY mobile application collects facial photograph data through the device's front-facing camera. Specifically:
- What face data is collected: A facial photograph (320×480 pixel image) captured via the device's front camera. The app also generates a 192-dimensional numerical face embedding (vector) using an on-device machine learning model (MobileFaceNet via TensorFlow Lite) for face comparison purposes. This embedding is computed entirely on-device and is not stored or transmitted separately.
- Liveness detection data: The app uses Google ML Kit Face Detection to detect eye blinks (both eyes must close and reopen) to verify that a live person is present. This liveness data is processed in real-time on-device and is not stored or transmitted.
Location Data
- GPS coordinates (latitude and longitude) are collected at the time of attendance marking to verify the user's proximity to the designated OJT (On-Job Training) location.
- Reverse geocoded address for attendance records.
Device Information
- Device model, manufacturer, operating system version, and a device identifier for security and audit purposes.
Automatically Collected Information (Log Data)
In case an error occurs while using the application, we collect data and information (through App Store / Play Store logs) on your device. This Log Data may include information such as your device name, operating system version, the configuration of the app when utilizing our Service, the time and date of your use of the Service, and other statistics to improve the service, to debug and provide bug fixes.
Purpose of Data Collection
Face Data Usage
The collected face data is used exclusively for the following purposes:
1. Face Registration: When a candidate first logs in, they register their face by capturing a photograph. This photograph is securely transmitted to the government server and stored as the reference face for identity verification.
2. Attendance Verification: Each time the candidate marks attendance, the app captures a live photograph, performs an eye-blink liveness check (to prevent spoofing with static photographs), and compares the captured face against the registered face using on-device face recognition. Only if the face matches is attendance recorded.
3. Anti-Spoofing / Liveness Detection: Eye blink detection ensures a live person is present, preventing the use of printed photographs or digital images to fraudulently mark attendance.
Location Data Usage
Location data is used solely to verify that the candidate is within the permissible radius of their designated OJT training location at the time of attendance marking.
Device Information Usage
Device information is used for security auditing, preventing unauthorized access, and debugging application issues.
Data Storage and Security
- All personal data, including facial photographs, is stored on secure government servers operated by the Department of Technical Education, Government of Madhya Pradesh, hosted at https://mmsky.mp.gov.in.
- Data transmission between the application and the server is encrypted using HTTPS/TLS protocols.
- Face embedding computation happens entirely on-device using TensorFlow Lite and the numerical embeddings are never transmitted to any server. Only the facial photograph is transmitted for registration purposes.
- On-device, login session data (including the registered face reference) is stored locally using encrypted local storage and is cleared upon logout.
Third-Party Sharing
- Face data is NOT shared with any third parties.
- Personal data is NOT shared with any third parties.
- Location data is NOT shared with any third parties.
- All collected data is used exclusively by the Department of Technical Education, Government of Madhya Pradesh, for the administration of the Mukhyamantri Seekho Kamao Yojana scheme.
- No data is sold, rented, or disclosed to advertisers, analytics companies, or any other external entities.
Data Retention
- Face data is retained on the government server for the duration of the candidate's active participation in the Mukhyamantri Seekho Kamao Yojana program. Upon completion of the training period, withdrawal from the program, or when the user is marked as inactive, the face data is removed from active records.
- Attendance records are retained for the duration of the scheme participation and as required for government audit and stipend disbursement purposes.
- On-device data (locally stored session and face reference) is cleared immediately upon user logout.
- Automatically collected information is retained on the server as long as the user actively uses the application. The information will not be visible once the user is marked as inactive.
- Users may request deletion of their facial data by contacting the Department of Technical Education, Government of Madhya Pradesh, or by writing to the contact email provided below.
Permissions Used
The application requests the following device permissions:
- Camera: Required for face registration and face-verified attendance marking.
- Location (When In Use): Required to verify the user's proximity to the designated OJT training location during attendance marking.
- Photo Library: Used to upload images when required for establishment verification.
Copyright Policy
MMSKY app and all copyright, database rights, and other intellectual property rights related to it belong to the Department of Technical Education, Government of Madhya Pradesh / MPSeDC.
Changes to This Privacy Policy
We may update our Privacy Policy from time to time. Thus, you are advised to review this page periodically for any changes. We will notify you of any changes by posting the new Privacy Policy on this page. These changes are effective immediately after they are posted on this page.
Terms and Conditions
Though all efforts have been made to ensure the accuracy and currency of the content on this application, the same should not be construed as a statement of law or used for any legal purposes. In case of any ambiguity or doubts, users of the application are advised to verify/check with the source of information to obtain appropriate professional advice.
Under no circumstances will we be liable for any expense, loss or damage including, without limitation, indirect or consequential loss or damage, or any expense, loss or damage whatsoever arising from use, or loss of use, of data, arising out of or in connection with the use of this application.
These terms and conditions for the application shall be governed by and construed in accordance with Indian Laws. Any dispute arising under these terms and conditions shall be subject to the jurisdiction of the courts of India.
As the user of the application, you must comply with both the application terms and conditions and Service terms and conditions as these apply to the use of services that you access and use through this application. Any violation of these Application terms and conditions or the Service terms and conditions may result in the termination of your access to the Application and/or the Service.
As the user of the Application, you must not use the app for any of the following:
- Unlawful, malicious or criminal activity.
- Defamatory, harassing or threatening activity. This includes any information that you may add or upload to the app.
- Create disruption in service for other users of the app.
- You must not use the App in a way that may damage or impair the App, the Service or the underlying systems and security.
