Voting yes on Amendment 1 is crucial for continuing Minnesota's legacy of environmental stewardship.
Since 1991, the Environment and Natural Resources Trust Fund (ENRTF), funded by state lottery proceeds, has directed over $1 billion towards conservation efforts. This includes purchasing land, constructing trails, funding environmental research, and improving fish and wildlife habitats. By voting yes, we extend this funding through 2050, ensuring that essential projects can continue without interruption.
THE AMENDMENT DOES NOT REPRESENT NEW OR INCREASED TAXES. The amendment ensures that the existing Lottery money continues to be dedicated to the environment.
One of the significant changes proposed by this amendment is the increase in the annual draw from the fund from 5.5% to 7%. This modest increase will allow for more substantial annual investments in conservation, enhancing the fund's impact. Given that the ENRTF is a sustainable resource, this adjustment ensures that even in years when lottery revenues may decline, sufficient funds will still be available for critical environmental projects.
Another important aspect of the amendment is the removal of the provision allowing the use of ENRTF money to pay off debt for wastewater projects. While funding for wastewater research will continue, the focus will shift towards more direct and impactful environmental projects. This change helps ensure that the funds are used efficiently and for their intended purpose: preserving Minnesota’s natural beauty and resources.
Additionally, there is strong support for the amendment from a broad coalition of over 130 conservation groups, businesses, and government entities, highlighting its importance and widespread approval. Importantly, leaving the ballot question blank counts as a no-vote. Thus, active participation and a yes vote are essential for the continued success and sustainability of Minnesota's conservation efforts.
