In 2025, the Town of Minerva received a grant from the New York State Department of Environmental Conservation to update its Comprehensive Plan. The community has partnered with the Lake Champlain–Lake George Regional Planning Board to prepare the plan.
The Town of Minerva Comprehensive Plan is being developed through public outreach and engagement with residents, business owners, community organizations, and other stakeholders. This collaborative process will help ensure the plan reflects local priorities while addressing emerging challenges and long-term opportunities facing the community.
The planning process is guided by a Comprehensive Plan Committee composed of Town representatives, community members, and elected officials who are working collaboratively to shape a coordinated vision for Minerva's future.
A comprehensive plan is a long-term, strategic document that establishes a shared vision for the future growth and development of a community. It serves as a guiding framework for local decision-making and policy development across key areas such as land use, transportation, housing, economic development, public services, and environmental resources.
The Comprehensive Plan will be developed in several stages over approximately two years. The timeline below shows when each activity is expected to take place and may be updated as the project progresses.

Public engagement and community feedback play a vital role in this planning process. Residents, visitors, and business owners will have multiple opportunities to learn about the plan and share their input through surveys and public workshops. Opportunities for public comment will be posted as they occur.
