A great PowerApps developer can do more than just take requirements and build them. They should be able to write requirements from both a business and technical standpoint. Ask them to see a sample of what they have written for apps they have worked on. Ask how those documents came together, what challenges there were and how it we received. Find out what tools and methods were used to create those documents.

In this course we discuss the tasks needed to fulfill the role of developer in Dynamics 365 Finance and Operations Apps. The Dynamics 365 Finance and Operations apps developer is a key technical resource that implements and extends the application to meet the requirements of the business.
Power Apps administrators can use the Power Platform admin center (admin.powerplatform.microsoft.com) to create and manage environments, view Dataverse analytics, and get real-time, self-help recommendations and support for Power Apps and Power Automate.
PowerApps key selling point is that they are low code and can be built by colleagues in house (citizen developers) but developers can use code to create data and metadata, apply server-side logic using Azure functions, plug-ins, and workflow extensions, apply client-side logic using JavaScript, integrate with external data using virtual entities and webhooks, build custom connectors and embed apps into your website experiences to create integrated solutions. There are tools available to help you manage your environments, but I suspect as you create more and more power apps it may become tricky to understand what functionality has been built into each of them, running the risk of duplication and wasted dev time.
