Simplest and most direct approach is stating it in the very first sentence.
Alternative approach is writing a few sentences that contextualize the question.
Theoretical importance is the value of doing the study to the discipline, to address gaps in research, and the value of the study to other researchers.
Practical implications of the study for industry and/or society.
Zero in on the theoretical foundation and framework for the study. There is no room for a full blown literature review in these abstracts.
Typically you aren't going to have room to state specific hypotheses. Instead, condense these hypotheses down into a statement of the research question your answering or general hypothesis you are testing.
Include a short indication that you intend to have the full paper prepared and are dealing with limited space, such as "Specific hypotheses will be presented in the full paper."
Make this statement your first sentence of the methodology section.
Example: "This experiment will employ a 2(Variable1: Levels) x 2(Variable 2: Levels) x 3(Variable 3: Levels) 'Insert design type' design."

Discuss what your stimulus is, and how/why you chose these stimuli if relevant. Keep it brief, unless further discussion of the stimulus is needed and relevant.
Describe who your participants are, how many there are, and a step by step description from participant arrival to departure. Keep in mind this is an abstract. Keep it brief, you can use broad statements like "Psychophysiological measures will be recorded in accordance with the procedures set forth by Potter & Bolls (2012)." or "Psychophysiological measures will be recorded and processed following the guidelines set in the Society for Psychophysiological Research Guidelines papers."
Example: "Data collection will proceed in x months and if accepted, the full paper will be presented at ICA."
Keep these criteria in mind when writing and revising your submissions.
